Agreement Signed on the 16th to Introduce Naver Cloud's "Clova Carecall" Service
24-Hour AI-Based Welfare Check-Ins and Health Management
for Potentially Isolated and Reclusive Individuals
Dongdaemun-gu in Seoul (District Mayor Lee Pilhyung) has been selected as a final winner in the Ministry of the Interior and Safety's "Eup-Myeon-Dong Welfare and Safety Service Improvement Model Contest" and will launch the "Anbu Confirmation All Care Service" starting in June 2025.
This contest project aims to strengthen disaster and safety management functions in Eup, Myeon, and Dong, which serve as hubs for residents' daily lives and welfare, and to thoroughly identify and support those who fall into welfare and safety blind spots.
With the national budget secured through this selection, the district will implement the "Anbu Confirmation All Care Service" to prevent solitary deaths and expand the safety net for isolated households.
Currently, the district supports about 800 households through the "AI Anbu Dundeun Service." With this contest project, an additional 200 households will be supported, bringing the total to 1,000 households who will receive the smart welfare check-in service.
On May 16, the district signed a business agreement with Naver Cloud to promote the project and officially began service operations. The signing ceremony was attended by Lee Pilhyung, Mayor of Dongdaemun-gu, and Ok Sanghoon, CEO of Carecall.
The "Anbu Confirmation All Care Service" utilizes Naver Cloud's generative AI-based welfare check-in call service "Clova Carecall," which makes regular calls twice a month to detect crisis situations and identify various welfare needs.
In addition, the health management app of Grade Health Chain, a Carecall partner company, is integrated to provide 24-hour real-time monitoring. If abnormal behavior is detected, such as not using or charging a mobile phone for a certain period, immediate on-site response is initiated to ensure the safety of the individual. The app also offers customized health management content for seniors.
Notably, "Clova Carecall" incorporates patented "memory conversation technology" that enables personalized conversations for each individual, and, based on data linked with the health management app, has enhanced features for medication management and chronic disease management, strengthening senior health consultation functions.
Lee Pilhyung, Mayor of Dongdaemun-gu, stated, "This service, utilizing Naver's generative AI technology, will go beyond simple welfare check-ins to become an integrated welfare service encompassing emotional and psychological care," and added, "We will continue to do our best to prevent solitary deaths and build a robust social safety net."
