Lee Jae Myung, the Democratic Party's presidential candidate, announced his constitutional amendment plan on the 18th, centering on the introduction of a four-year presidential term with the possibility of one re-election and a runoff voting system.
On Facebook that day, Lee stated, "If a four-year presidential term with re-election is introduced, it will allow for a mid-term evaluation of the administration, thereby strengthening accountability," and added, "Let us strengthen the president's responsibility while dispersing presidential powers."
Lee further said, "By introducing a presidential runoff voting system, we can secure democratic legitimacy and minimize unnecessary social conflict." He also proposed that the National Assembly's right to recommend the Prime Minister be included in the constitutional amendment. He continued, "Let us revise the National Referendum Act to lay the groundwork for constitutional amendment, establish a special parliamentary committee on constitutional revision, and sequentially complete a new constitution by reaching consensus on each of the points I have mentioned."
Lee added, "If discussions proceed quickly, we could seek the people's opinion during the 2026 local elections, or, if delayed, during the 2028 general elections for the National Assembly."
