Bucheon City in Gyeonggi Province announced on May 16 that it received the highest grade (SA) in the '2025 National Basic Local Government Heads' Pledge Implementation and Information Disclosure Evaluation'.
In particular, the city has received the highest grade for four consecutive years in pledge-related evaluations since the launch of the 8th popularly elected administration.
This evaluation was conducted by the Korea Manifesto Implementation Headquarters and targeted basic local governments nationwide. The evaluation assessed five categories: completion of pledge implementation, achievement of 2024 goals, resident communication, web communication, and consistency. Each category was evaluated based on detailed indicators, and local governments were classified into six grades (SA, A, B, C, D, F) on a 100-point scale.
Bucheon City received high marks for transparently managing its pledges by disclosing the implementation status, inspection results, and adjustment details on the city’s website, as well as by operating a citizen evaluation group for pledge implementation to gather diverse opinions.
A city official stated, "This evaluation is the result of transparent administrative management and communication," and added, "We will continue to increase the implementation rate of our projects through systematic pledge management and citizen participation."

Meanwhile, since the launch of the 8th popularly elected administration, Bucheon City has been promoting a total of 154 pledges, including 98 projects across 10 major sectors such as transportation, economy, culture, childcare, and education, as well as 56 projects in three local living areas: Wonmi, Sosa, and Ojeong.
Of these, 88 pledges have already been completed, including the operation of the Open Mayor's Office for citizen communication, the activation of Smart Senior Centers such as the Primary Care Physician for Seniors program, the expansion of alleyway and vulnerable household fire prevention support projects, the establishment of a carbon neutrality roadmap, and the construction of the Webtoon Convergence Center.
