Nonsan City Achieves 'SA Grade' for Second Consecutive Year in Pledge Implementation Evaluation

Nonsan City in South Chungcheong Province, led by Mayor Baek Seonghyeon, has achieved the highest SA grade for the second consecutive year in the "2025 National Basic Local Government Heads' Pledge Implementation and Information Disclosure Evaluation," organized by the Korea Manifesto Implementation Headquarters.


According to the city on May 16, Nonsan recorded a pledge implementation rate of 73.4% in this evaluation, significantly surpassing the national average completion rate of 53.05%, demonstrating outstanding performance.


For the 8th popularly elected administration, the city established and has been pursuing 79 pledges across six major areas with the goal of realizing an "Era of Citizen Happiness": ▲An economic city where everyone works ▲An agricultural city preparing for the future ▲A prosperous shared city everywhere ▲A historical and cultural city people want to revisit ▲A warm welfare city without exclusion ▲An educational city nurturing future talent.


Of these, 58 pledges have been completed, resulting in meaningful achievements in various fields such as attracting businesses, creating quality jobs, agricultural innovation, and educational development.


In particular, the city has strived to fulfill its pledges by driving administrative innovation and change that citizens can truly feel, based on "responsible administration" and "sincere governance."


In addition, the city actively incorporates citizens' opinions by conducting quarterly pledge reviews, operating a pledge implementation evaluation group, and running a citizen jury system every year, thereby realizing transparent and highly trusted administration.


This citizen participation-oriented administration is being recognized as a model case for other local governments.


Mayor Baek Seonghyeon stated, "A pledge is not just a promise, but a compass for designing the future together with citizens and creating change through implementation," adding, "This evaluation result is a valuable achievement that recognizes our efforts to prove the sincerity and responsibility of our administration to the citizens."


He continued, "Together with over 1,500 public officials, we are responsibly fulfilling our promises to citizens," and added, "We will continue to create a happy Nonsan that citizens can feel and a trusted Nonsan through administration where change and innovation are part of everyday life."


Meanwhile, this evaluation was conducted by the Manifesto Headquarters for 226 basic local governments nationwide, based on five indicators: pledge implementation completion rate, annual achievement of goals (as of 2024), resident communication, web communication, and pledge consistency.
