On May 16, the fifth day of the official presidential campaign, Kim Moonsoo, the People Power Party's presidential candidate, is carrying out his campaign schedule in the Seoul metropolitan area and the Chungcheong region for the first time. His strategy is to solidify his support base in the "central region," which includes the Seoul metropolitan area?known as a barometer of public sentiment?and Chungcheong, a traditional casting vote region.
Kim began his campaign activities that morning by greeting commuters at Pangyo Station, located in Pangyo Techno Valley, Seongnam, Gyeonggi Province. Pangyo Techno Valley was completed during Kim's tenure as the governor of Gyeonggi Province. In response to Lee Jaemyung, the Democratic Party's presidential candidate, who pledged 100 trillion won in artificial intelligence (AI) investment as his first official campaign activity in Pangyo, Kim presented his own pledge to build an AI ecosystem. He met and communicated with office workers commuting to Pangyo Techno Valley, shaking hands, taking photos, and asking for their support.

Afterward, he moved to Jidong Market in Suwon and Dongtan Station, where he conducted intensive campaign activities. During his speech at Jidong Market, Kim mentioned Gwanggyo New Town, which was developed during his term as governor, and said, "I built a new town more than ten times larger than Daejang-dong, but not a single public official was arrested, and there were no suspicious deaths among public officials." He directly criticized Lee, who also served as a Gyeonggi governor, asking, "Have you ever heard, 'Kim Moonsoo was investigated,' 'There was a suspicious death while working,' or 'He received money through corruption'?"
In particular, in front of Dongtan Station in Hwaseong, Gyeonggi Province, Kim announced his pledge for a "nation connected by GTX (Great Train Express)." Previously, Kim had proposed a nationwide GTX plan as one of his top ten campaign pledges, which includes connecting Dongtan and Cheongju Airport. On this day, he reiterated his commitment to open and begin construction of all metropolitan GTX lines during his term and to expand GTX to other regions, including Chungcheong, Daegu-Gyeongbuk, Busan-Ulsan-Gyeongnam, and Honam. He stated, "By expanding transportation infrastructure such as GTX and urban railways, I will bring about a 30-minute commuting revolution." In addition, he explained his plans to complete six metropolitan ring expressways, underground the northern section of Seoul's inner ring road, underground Gangbyeonbuk-ro and connect it to the first metropolitan ring expressway, and establish new connections between Gangnam Circular Road and the first metropolitan ring expressway, thereby reorganizing the road transportation network.

In the afternoon, he will move on to the Chungcheong region, which has traditionally played the role of a "casting vote" area that determines the outcome of elections, to appeal to voters. Kim plans to meet and communicate with citizens in major cities such as Cheonan, Cheongju, and Daejeon, and to visit the relocation site of the National Assembly in Sejong, where he will announce his pledge regarding the administrative capital. Previously, on May 1, during the People Power Party's presidential primary, Kim visited Sejong City Hall, wrote in the guestbook, "Sejong Special Self-Governing City is the administrative capital," and emphasized, "The complete relocation of the presidential office and the National Assembly to Sejong is both necessary and right from the perspective of administrative efficiency."
