Top National Rankings Across All Areas Including Pledge Fulfillment and Resident Communication
Gangnam District in Seoul has achieved the highest grade, SA, for the second consecutive year in the "2025 National Basic Local Government Head Pledge Implementation and Information Disclosure Evaluation" conducted by the Korea Manifesto Implementation Headquarters.
This evaluation comprehensively analyzed five areas?pledge fulfillment, achievement of objectives, resident communication, web communication, and pledge consistency?as of December 31, 2024, for all 226 local governments nationwide. Based on the results, local governments were classified into six grades from SA to F.
Gangnam District recorded a pledge fulfillment rate of 63.5% in 2024 (40 out of 63 projects completed) and an achievement rate of 96.8%, significantly surpassing the national average pledge fulfillment rate of 53.05%. The district received particularly high marks in the area of resident communication for transparently disclosing quarterly pledge implementation results to residents and enabling direct resident participation in the implementation process through a citizen jury system.
The district is enhancing urban competitiveness by pursuing a variety of pledge projects, including the creation of "Gangnam Robot Plus Test Field," the first robot-based infrastructure in Seoul, the development of a robot hub zone in the Suseo Station area, and the establishment of senior centers and screen park golf facilities utilizing aging senior centers.
With strengthened childbirth and childcare support policies, Gangnam District ranked first among Seoul’s districts in birth rate growth for two consecutive years. In addition, in the previous year, the district attracted 377,043 foreign patients, achieving the highest performance ever in the field of medical tourism and further solidifying its status as a global tourism city. The district is also focusing on creating urban healing spaces, such as Samseong Haemaji Park, Saegokcheon Riverside Sensibility City, and Daemosan Barrier-Free Trail.
Gangnam District Mayor Cho Sungmyung stated, "I am very proud and pleased that we have achieved such outstanding results in the manifesto pledge evaluation for two consecutive years. Moving forward, we will continue to responsibly fulfill our pledges based on consistent communication and trust with residents, and we will steadily pursue policies to prepare for the next 100 years."
