Hanam City Becomes First in Nation to Receive Presidential Citation for Civil Service Evaluation Two Years in a Row

Hanam City in Gyeonggi Province has set a national record by becoming the first city to receive the Presidential Citation for two consecutive years in the '2024 Civil Service Comprehensive Evaluation'.

Hanam City ranked first among 226 basic local governments nationwide and was selected as the top institution, making it the only local government to receive the Presidential Citation for two consecutive years in the Civil Service Comprehensive Evaluation.


This year’s evaluation was jointly organized by the Ministry of the Interior and Safety and the Anti-Corruption and Civil Rights Commission. It covered 307 institutions nationwide, including central government ministries, local governments, and offices of education, and assessed them across three areas and five categories: civil service administration management, civil service activities, and civil service performance.


In addition to Hanam City, the Ministry of the Interior and Safety, Seoul Metropolitan Government, Eumseong County in North Chungcheong Province, and Dongdaemun District in Seoul also received the Prime Minister’s Citation in this year’s Civil Service Comprehensive Evaluation.


The evaluation was conducted across 307 institutions nationwide, including central government ministries, local governments, and offices of education, and assessed them in three areas and five categories: civil service administration management, civil service activities, and civil service performance.


Hanam City achieved the highest grade, Grade A, by delivering results that significantly exceeded the average among the 75 city-level basic local governments.


In particular, in the area of civil service satisfaction, Hanam City’s score increased by 9.91 points compared to the previous year and was 8.21 points higher than the average of its evaluation group, indicating a substantial improvement in citizen-centered administration that goes beyond mere institutional reforms.


These achievements are the result of Hanam City’s ongoing efforts to implement innovative civil service administration that can be directly experienced in the field, aimed at alleviating civil complaints and restoring public trust.


Hanam City has enhanced its capacity to handle complex civil complaints and increased public trust by assigning experienced 'civil service coordinators', operating the 'civil service processing team leader responsibility counseling system' and the 'civil service processing task force', and expanding the joint use of administrative information. The city has also actively promoted on-site communication initiatives such as the 'Open Mayor’s Office', 'Mobile Mayor’s Office', and 'Dialogues with Residents'.


To sustain these achievements in civil service, Hanam City is further refining the precision and efficiency of its systems and strengthening its administrative capabilities.


In March of this year, Hanam City established a network with Hanam Police Station, Hanam Fire Station, and Gwangju Hanam Office of Education to enable rapid joint responses to complex civil complaints. By introducing dedicated hotlines and a civil complaint coordination system among agencies, the city has reduced the shifting of responsibility between departments and enhanced administrative reliability by enabling unified responses to complex issues.


Additionally, since April, Hanam City has fully introduced a video conferencing system for civil service processing, allowing field officials to connect in real time with relevant departments to coordinate civil complaints. This system is being applied in various situations, including the One-Stop Civil Service Desk, consultations at local administrative welfare centers, and inter-agency civil service consultations. It is especially recognized for significantly improving accessibility for elderly citizens and those with mobility challenges.


This advancement in civil service administration is a proactive administrative innovation strategy that drives the realization of citizen-centered governance and ensures sustainable achievements.


Mayor Lee Hyunjae stated, "Hanam City being selected as the top institution in the Civil Service Comprehensive Evaluation for four consecutive years and becoming the first in the nation to receive the Presidential Citation for two consecutive years is a valuable achievement made possible by the active participation and cooperation of our citizens, as well as the dedication of all public officials." He added, "We will continue to realize 'a city where people want to live, a soaring Hanam' by providing administrative services that citizens can truly feel and be satisfied with."
