High Marks for "Pledge Completion"... Passing Scores in Web Communication and Consistency
Mayor Kang Gijung: "Pledges Are the Power to Change Citizens' Lives"
Gwangju City has received the highest grade (SA) in the "2025 National Governors' Pledge Implementation and Information Disclosure Assessment" conducted by the Korea Manifesto Implementation Headquarters for this year, following last year's achievement.
This assessment was conducted by the Korea Manifesto Implementation Headquarters, analyzing the pledge implementation performance of all cities and provinces nationwide in five categories: ▲Pledge Completion (100 points), ▲Achievement of 2024 Goals (100 points), ▲Resident Communication (100 points), ▲Web Communication (Pass/Fail), and ▲Consistency (Pass/Fail), based on data as of the end of December 2024.
The city received an SA grade in the "Pledge Completion" category and passed both the "Web Communication" and "Pledge Consistency" sections, earning the highest overall evaluation grade. This year, nine metropolitan governments received the highest grade, including Gwangju, Seoul, Busan, Gyeonggi, Jeonnam, Gyeongbuk, Gyeongnam, Chungnam, and Jeju.
Since the launch of the 8th popularly elected administration, the city has faithfully fulfilled its promises to citizens through systematic pledge implementation planning and regular progress reviews. In particular, it has diligently carried out major pledges as planned, such as ▲establishing a unique Gwangju-style care system, ▲creating a 500 billion KRW fund, ▲expanding the 10 a.m. work start encouragement system for parents of first-year elementary students, and ▲creating an open city hall together with citizens.
In addition, when changes to pledges are necessary, the city has introduced a procedure that does not allow administrative agencies to make unilateral decisions. Instead, changes are determined after deliberation by the "Citizen Jury for Pledge Evaluation," which is composed of about 50 ordinary citizens, thereby ensuring both transparency and democracy.
On May 13, Mayor Kang Gijung stated, "This assessment result was only possible because over 4,000 public officials worked tirelessly day and night under the shared goal of 'citizen happiness.' I will continue to do my utmost so that the future of our citizens shines even brighter."
