Over 10% Higher Than the National Average... 126 Out of 131 Pledge Goals Achieved

Chungnam Province has been recognized as the top metropolitan government for three consecutive years in the evaluation of the fulfillment of pledges by city and provincial governors during the 8th Minseon administration.
On May 13, Chungnam Province announced that it received the highest grade (SA) by scoring an average of over 87 points in the "2025 National City and Provincial Governors’ Pledge Fulfillment and Information Disclosure Evaluation" organized by the Korea Manifesto Implementation Headquarters.
This evaluation was conducted by the Manifesto Implementation Headquarters, which monitored publicly disclosed materials on the governors’ official websites and verified supplementary documents to assess whether election pledges had been fulfilled.
In the five evaluation categories?pledge fulfillment completion rate, achievement of 2024 goals, resident communication, web communication, and consistency?Chungnam recorded a pledge fulfillment completion rate of 61.83%, which is 10.21 percentage points higher than the national average of 51.62%.
In the category of achievement of 2024 goals, Chungnam achieved last year’s implementation targets for 126 out of 131 pledges, earning over 97 points and raising its average score. As a result, it has received the SA grade for three consecutive years: 2023, 2024, and this year.
The province has set and is pursuing 131 detailed projects as pledges, organized under five major goals and 20 strategic tasks: 33 for robust economic growth, 45 for region-led development, 28 for a warm and inclusive community, 18 for valuable and dignified living, and 7 for a Chungnam where residents’ intentions are aligned.
Among these, nine pledge projects?including the construction of the Asan Bay Circular Railway, the establishment of an integrated support center for senior citizen employment, and the establishment of the Southern Chungnam Branch Office?have already been completed.
Additionally, 72 pledges?such as the establishment of a comprehensive support center for automotive semiconductors, the early development of a specialized complex for display materials, parts, and equipment, the creation of a support platform for green hydrogen production electrolysis parts, the formation of the Korea Marine Bio Cluster, the development of the National Defense National Industrial Complex, support for youth-tailored smart farms and the establishment of a horticultural crop complex, and the creation of a global marine leisure tourism city?are being continuously pursued after initial implementation.
Furthermore, 45 pledges?including the establishment of a comprehensive base for autonomous mobility, the creation of a hydrogen energy convergence industrial belt, and the construction of Seosan Airport?are progressing as planned, while five are being partially implemented.
Going forward, the province plans to focus its administrative resources on fulfilling all pledges during the remainder of the 8th Minseon administration. For pledges that are lagging, the province intends to reflect them in the presidential election pledges to be conducted next month, so that they can be promoted as national policy tasks.
Kim Tae-heum, Governor of Chungnam Province, emphasized, "We have promoted pledge projects as the top priority of provincial administration with the conviction that promises made to residents must be kept," and added, "We will continue to accelerate the implementation of pledge projects going forward."
