"Apartment Management Fee Corruption, System Overhaul Needed First"

Yoon Hyeyoung, Gwangsan District Council Member, Points Out Lack of Inspections Over Five Years
Proposes Solutions Including Regular Inspections, Education, and Ordinance Revisions

The need for institutional improvements regarding the management of apartment complexes in Gwangsan District, Gwangju has been raised.


On May 9, Hyeyoung Yoon, a Gwangsan District Council Member (Democratic Party of Korea, representing Sinheung, Usan, Wolgok 1 and 2, and Unnam-dong), pointed out the structural vulnerabilities in apartment management and the issue of management fee corruption during a five-minute free speech at the 296th temporary session of the Gwangsan District Council. She called for the establishment of a systematic management system and institutional reforms.

Yoon highlighted a gap in oversight and supervision, stating, "In the past five years, Gwangsan District has not conducted any checks to verify the consistency between data disclosed on the Apartment Management Information System and actual records, and there has been only one related audit case."


According to statistics from the Ministry of Land, Infrastructure and Transport, corruption in apartment management is concentrated in the ordering of maintenance and repair work (37%) and accounting (33.5%), with the main causes identified as lack of information disclosure and restricted access.


As solutions, Yoon proposed establishing a regular on-site inspection system, operating a dedicated inspection team, expanding education and counseling programs for management office staff, and enhancing transparency and guaranteeing residents' participation rights through ordinance revisions.


Yoon stated, "We must move away from a structure that only reacts after management fee embezzlement is uncovered," and added, "Gwangsan District should take the lead in improving the management system to restore public trust."
