Police Arrest Peruvian Owner

The owner of a bar where customers could drink while watching female employees bathe in a tub has been arrested by Japanese police on charges of operating without a license.


According to recent reports from FNN News and the Asahi Shimbun, the Tokyo Metropolitan Police arrested a 40-year-old male of Peruvian nationality, identified as Mr. A, on May 1 in Tokyo for operating an unlicensed bar where female employees entertained customers.

According to the media, Mr. A is suspected of violating the Adult Entertainment Business Act (operating without a license) by running a bar called "Shibuya Maison Suite Dreams" in Shibuya, Tokyo, on the night of April 29, where female employees entertained customers without obtaining a license for adult entertainment business.


This bar offered a "VIP course" for 13,000 yen (approximately 126,000 won) per 60 minutes, where customers could enjoy food and drinks while watching female employees in swimsuits bathe. Some customers reportedly paid as much as 300,000 yen (about 2.9 million won) in a single day. In addition, the bar provided other services such as a "50-minute, 5,000 yen (about 48,000 won) course" with unlimited drinks, during which female employees would sit next to customers and converse with them.


Police stated that the bar had promoted images of female employees in swimsuits through social networking services (SNS), and estimated that since opening in July 2020, it had generated sales exceeding 100 million yen (about 1 billion won).


Previously, police had issued two warnings regarding unauthorized business operations, once last year and again earlier this year, but Mr. A ignored these warnings and continued to operate the bar in the same manner. Police determined that there was no prospect for improvement and ultimately proceeded with the arrest of Mr. A. Currently, Mr. A is reported to be denying the charges, stating, "I have been operating legitimately. I do not understand the reason for my arrest."
