Comprehensive Enhancement of Infrastructure, Economy, and Welfare
Yangju City in Gyeonggi Province announced on May 8 that it has submitted its first supplementary budget proposal for 2025 to the city council. The supplementary budget amounts to a total of 1.3861 trillion won, an increase of 133.6 billion won (10.6%) compared to the original budget.
This supplementary budget focuses on four main areas: completion of major investment projects, recovery of the local economy, expansion of public transportation, and strengthening of customized welfare services for all stages of life. The city especially plans to accelerate the resolution of local issues by reflecting special adjustment grants secured at the end of last year.
By accounting category, the general account increased by 106.2 billion won (9.9%) year-on-year to 1.1761 trillion won, while the special account increased by 27.4 billion won (15%) to 210 billion won. Funding was secured through local allocation tax, national and provincial subsidies, and net world surplus funds.

Major expenditure projects included the construction of the Yangju 1-dong Complex Government Office (6.4 billion won), the construction of a National Sports Center for the Disabled (2.5 billion won), the installation of a Living Resource Recovery Center (2.5 billion won), and the Gyeonggi Kkumteul Living SOC Complex Project (2.4 billion won).
The budget also prioritized the expansion of public transportation to strengthen citizens' mobility rights. This includes the operation of demand-responsive buses (4.6 billion won), the quasi-public operation of route buses (800 million won), and the construction of the Dobongsan~Okjeong metropolitan railway (4.9 billion won). Additionally, 3.2 billion won and 1 billion won will be allocated for the expansion and paving of the Bangseong~Sanbuk and Gwangsa~Mansong roads, respectively.
Funding to revitalize the local economy is also noteworthy. This includes the development of Gyeonggi Yangju Technovalley (7 billion won), the creation of Eunnam General Industrial Complex (9.5 billion won), incentives for Yangju Love Gift Certificates (1.3 billion won), the Hope Commercial District Project to revitalize neighborhood businesses (400 million won), and comprehensive support for smart factories (100 million won). In addition, a coupon refund program for admission to Nari Farm, aimed at boosting local tourism, has been allocated 400 million won.
In the welfare sector, the budget includes honorary allowance for veterans (900 million won), support for infant and toddler care fees (1.1 billion won), the establishment of an integrated welfare support center for the elderly (1 billion won), and parental allowances (700 million won), aiming to strengthen customized welfare across all life stages.
A Yangju City official stated, "Although the economic situation remains difficult, we aimed to invigorate the local economy and stabilize livelihoods by providing timely budget support for key priority projects. As soon as the budget is finalized, we will execute it swiftly to create changes that citizens can truly feel."
Meanwhile, the supplementary budget proposal will be finalized after deliberation by the city council.
