On April 30, negotiations between labor and management of Seoul city buses broke down, leading to the start of a work-to-rule protest. During this protest, bus drivers only departed after ensuring that all passengers were either seated or holding onto a handrail. The drivers also refrained from sudden starts, abrupt braking, rapid lane changes, departing with the doors open, and cutting in. The photo shows a bus stop in Seoul on May 7.
