On the afternoon of May 6, the Seoul Metropolitan Government announced this plan in a press release, stating, "We plan to implement special transportation measures to minimize inconvenience for citizens."


The compliance operation is a method that induces delays by ensuring safety before departure, such as waiting until passengers have tapped their transportation cards and taken their seats, and by not overtaking preceding buses.


The union launched a one-day warning compliance operation on April 30 after wage and collective bargaining negotiations with management broke down, but resumed normal operations during the subsequent holiday period.
