10 "Vitality Proposals" Discovered by Citizens Selected
Extension of Seoul-Style Kids Cafes and More to Be Implemented

In the future, it will be possible to take walks along Cheonggyecheon with companion animals. Additionally, the period during which shade tents can be installed in Hangang Park will be extended from March to November.
On April 30, the Seoul Metropolitan Government announced the selection of the "Top 10 Vitality Proposals for Removing Regulatory Barriers," which includes these changes. This follows the "100-Day Intensive Regulatory Reporting Initiative," with the city selecting proposals that have a significant impact on daily life.
Of the 10 selected proposals, 6 have already been announced as targets for regulatory removal. The remaining 4 have now been newly designated as tasks (numbers 124 to 127) and will be implemented promptly. Four proposals were chosen to address aspects that have been persistent inconveniences in citizens' daily lives. Regulatory Removal Proposal No. 124, "Extension of Weekday Operating Hours for Seoul-Style Kids Cafes," has been in effect since April 15. This reflects citizens' requests to allow sufficient use of "Seoul-Style Kids Cafes" by taking into account the pick-up times at daycare centers and kindergartens.
The "Non-Face-to-Face Service for Issuing Confirmation of End of Protection for Self-Reliance Preparation Youth (Regulatory Removal Proposal No. 125)," which enables youth preparing for self-reliance to obtain the required confirmation document online when applying for support projects within five years of ending protection, will also be implemented in May.
Until now, shade tents could only be installed in designated areas during the peak season (April to October). The city will now pursue the "Expansion of Hangang Park Shade Tent Installation Period (Regulatory Removal Proposal No. 126)," allowing shade tents to be installed at any time from March to November. The "Permission for Companion Animals to Accompany Visitors to Cheonggyecheon (Regulatory Removal Proposal No. 127)" is also included. The Seoul Metropolitan Government plans to revise the relevant ordinance through sufficient consultation with the city council, aiming to allow companion animals to accompany visitors to Cheonggyecheon within this year.
The city will also work to improve regulations that hinder economic activity, such as lowering the age for participation in the "Wrist Doctor 9988" program. The proposal to expand discounts for the Climate Companion Card for youth is being developed with the goal of implementation within the year. The proposal to abolish the income criteria for issuing lifelong education vouchers will also be actively accepted, lowering the institutional threshold (Proposal No. 85).
In addition, three proposals that have already been implemented or are about to be implemented are included: easing the upper limit on rental space for companies in the Magok Knowledge Industry Center, temporarily easing the legal floor area ratio limit for Type 2 and 3 general residential areas, and improving the method of recommending appraisal agencies for public projects. Song Gwangnam, Director of Policy Planning for Seoul, stated, "These Top 10 Vitality Proposals are a meaningful example of citizens directly identifying inconveniences in daily life and connecting them to institutional improvements," adding, "Citizen participation is essential for realizing regulatory reform that focuses on citizens' lives rather than administrative convenience, so we ask for your continued interest and involvement."
