Four-Month Open Call for New Projects Until August 29
Targeting Projects Eligible to Begin in 2027
The International Contractors Association of Korea announced on April 29 that it will hold an open call for new general proposal-type projects for the Land, Infrastructure and Transport International Development Cooperation (ODA) program to be implemented in 2027.
The application period runs for four months, from April 28 to August 29. Eligible projects include ODA initiatives in the land, infrastructure, and transport sectors that can commence in 2027, such as development consulting and training projects in the fields of housing and urban development, airports, railways, roads, mobility, logistics, and construction technology.
Any private company (including engineering, construction, and consulting firms) or public institution with substantial experience and proven capabilities in overseas land, infrastructure, and transport projects may submit proposals. Target countries include the 27 nations designated as key partners in the third phase of ODA cooperation and promising developing countries across Asia, Africa, the Middle East/CIS, and Latin America.
Since 2013, the Ministry of Land, Infrastructure and Transport has implemented ODA projects in these sectors to contribute to the achievement of the international community's Sustainable Development Goals, to advance humanitarian efforts, and to lay the groundwork for Korean companies to expand abroad. Since 2021, the association has been entrusted by the ministry to operate these ODA projects.
To broaden the base of institutions proposing ODA projects and to provide sufficient preparation time, the association issued a preliminary announcement in February. On April 25, it also held a pre-briefing session to help interested organizations and companies better understand the process.
The association urged proposing institutions to maintain close communication with overseas diplomatic missions of the Ministry of Foreign Affairs and to establish post-project management plans to ensure sustainability. In particular, starting this year, for ODA projects that include information system development, an Information Strategy Planning (ISP) report must be submitted as a required document to verify the project's feasibility, viability, and appropriate scale.
The International Contractors Association of Korea stated, "We will continue to actively support and work to ensure that ODA projects in the land, infrastructure, and transport sectors, which share Korea's infrastructure development experience with recipient countries, lead to overseas market expansion for Korean companies."
