Hwaseong City to Drive Administrative Innovation with AI... Launches Staff Capability Enhancement

Hwaseong City in Gyeonggi Province has begun strengthening the capabilities of its staff to actively promote the transition to artificial intelligence (AI) in public administration.


According to Hwaseong City on April 29, the city is implementing "data quality management training for public officials" and the "AI technology adoption consulting support project" under the direction of the AI Strategy Office, in order to drive AI-based innovation across all areas of administration.

The goal is to enhance public officials' ability to utilize AI, thereby enabling efficient use of massive administrative data and effectively responding to increasingly complex and diverse administrative demands as the city grows in scale.


The AI Strategy Office serves as the control tower for AI innovation in the city, overseeing the establishment of AI adoption strategies, strengthening data infrastructure, and providing consulting support to all departments.


From April 22 to 25, the city conducted consulting sessions on data quality management for approximately 120 public officials responsible for public data in each department, over three sessions. The training covered the importance of data quality management, strategies for responding to public data standardization and quality assessments, the establishment of data management systems, and case studies and available support for data utilization.


Through follow-up training, the city plans to improve the accuracy and reliability of public data, and to actively promote data-driven collaboration with the Hwaseong City Research Institute so that high-quality public data can be utilized in municipal research.


In addition, the city has launched the "AI Technology Adoption Consulting Program" this month, which provides close support to help each department identify the AI technologies they need and implement them in their actual work processes.


The program will support up to 10 departments by identifying their needs for AI technology adoption to improve internal workflows and providing consulting support. When a department requests consulting, the AI Strategy Office assists with understanding operational conditions, connecting with relevant institutions, seeking solutions, and coordinating technical matters for pilot implementation, thereby providing practical support for adoption.


In the second half of the year, the city plans to expand AI pilot projects focusing on outstanding initiatives identified through this consulting support project, and to disseminate proven success cases to all departments.


Additionally, the city is piloting the "Generative AI Work Support" project, which supports the use of generative AI such as ChatGPT for policy research and report writing. The city also aims to strengthen internal AI capabilities through advanced AI training for public officials, collaborative research with private sector experts, and the exploration of AI convergence projects linked to other fields such as smart cities and autonomous driving.


Sun Byungon, Director of the AI Strategy Office in Hwaseong City, stated, "We will enable public officials to use AI more proficiently and bring innovative ideas to life in the administrative field, accelerating the realization of an 'AI smart special city where imagination becomes reality.'"
