A multilateral collaboration project involving institutions and companies is emerging to address the manpower shortage in the shipbuilding industry.
On the 28th, the Busan Employers Federation signed a global innovative talent employment memorandum of understanding (MOU) with HJ Heavy Industries and the Busan Industry-Academy Convergence Institute at the Busan Employers Federation training center. The aim is to realize the vision of achieving a super-gap in shipbuilding and to secure specialized production technicians.
This agreement was promoted to resolve issues faced by companies in the field, such as lack of language and job skills and absence of post-employment management, even though visa regulations for skilled professionals have been relaxed to address the recruitment difficulties in the shipbuilding sector.
The three organizations will jointly promote Korean language and job skill enhancement training, create an industrial safety environment, and operate ongoing post-employment management programs to recommend and support the employment of global innovative talent.
They plan to establish a full-package support system that covers the entire process from recruitment to post-employment management, with the intention of expanding it to small and medium-sized partner companies.
On the 28th, a signing ceremony for the MOU of the 'Global Innovative Talent Employment Project' to resolve the manpower shortage in the shipbuilding industry was held at Busan Employers Federation.
According to the agreement, the Busan Employers Federation and others will carry out recruitment through a global talent matching process. They will systematically manage job requests, talent recommendations, local interviews and skill verification, talent selection, pre-departure training (two months), and post-arrival management programs (twelve months).
In addition, regular meetings will be held every quarter, and urgent issues will be addressed promptly through working-level consultative bodies and decision-making committees. They will also establish a talent management system through the development of an information network to create a stable working environment.
Lim Bokso, Director of the Busan Employers Federation, stated, "Proactively securing and managing skilled professionals is more important than anything else to enhance the global competitiveness of the shipbuilding industry," adding, "This agreement will greatly contribute to alleviating the manpower shortage faced by local companies and small and medium-sized partners."
Kim Jaehwan, Executive Director of the Busan Employers Federation, also emphasized, "We will actively support global innovative talent so they can settle stably in the regional shipbuilding industry through field-oriented full-package support."
The Busan Employers Federation and others have decided to establish a global innovative talent cooperation network to resolve recruitment difficulties in the shipbuilding sector and strengthen the competitiveness of the regional industry.
They plan to discover and recommend outstanding talent according to the needs of the local shipbuilding industry and to establish a support system that shares human and material infrastructure for talent placement and retention. When carrying out projects by each institution, they intend to maximize synergy through mutual information exchange and preferential cooperation.
The Busan Employers Federation will be responsible for discovering and recommending talent in overseas demand countries, supporting related administrative tasks, and building an information network. HJ Heavy Industries will handle global talent recruitment requests, employment and administrative cooperation, and joint program development. The Busan Industry-Academy Convergence Institute will be in charge of developing and operating training programs to enhance the capabilities of outstanding talent.
Technical, safety, and employment full-package support will also be provided to strengthen the competitiveness of the regional shipbuilding industry. HJ Heavy Industries will carry out job support and employment retention projects based on job creation for outstanding global talent.

To this end, the Busan Employers Federation will operate a consultative body with related organizations such as Busan City, the Ministry of Employment and Labor, the Ministry of SMEs and Startups, the Korea SMEs and Startups Agency, and Yeongdo-gu. It will also separately establish and manage a council for companies hiring foreign workers to strengthen operational management. HJ Heavy Industries plans to expand its talent employment and management system through a consultative body with its partner companies.
The Busan Industry-Academy Convergence Institute will develop educational infrastructure through a university council and promote external cooperation through a consultative body with related organizations.
These organizations will also pursue projects for the public good. They plan to support local small and medium-sized enterprises seeking to hire foreign workers so they can smoothly secure labor through the matching process and administrative support via the information network.
Park Juwan, Executive Vice President of the Busan Employers Federation, explained, "This cooperation will not only help resolve recruitment difficulties but also address structural issues such as regional decline and contraction of the domestic market," adding, "In the long term, it will serve as a stepping stone for Busan to become a global city."
