Passed Maintenance Plan Review After Fast-Track Integrated Planning Consultation
Gimpo Airport Height Restrictions... Maximum Height Set at 21 Floors
Sinwol Sigyeong Apartment will be transformed into a massive residential complex with up to 21 floors and 3,149 units.
On April 29, Seoul City announced that it had convened the 3rd Urban Planning Committee's Fast-Track Integrated Planning Subcommittee, where it approved with amendments the designation of the maintenance area, the maintenance plan decision, and the landscape review (draft) for the reconstruction project of Sinwol Sigyeong Apartment in Yangcheon-gu.
Sinwol Sigyeong Apartment, located in Sinwol-dong, Yangcheon-gu, was completed in 1988 and consists of 12 floors and 2,256 units, making it the largest reconstruction complex in the Sinwol-dong area. Despite its favorable residential location, with many parks and schools nearby, the reconstruction project had struggled to gain momentum due to height restrictions imposed by Gimpo Airport.
Sinwol Sigyeong passed a safety inspection in January 2023 and, after receiving consultation from Seoul City's fast-track integrated planning, finalized its maintenance plan draft in just over two years. Although the area is subject to height restrictions due to its proximity to the airport, the city was able to secure approval from the airport authority to allow construction of buildings up to 21 floors.
With this maintenance plan decision, the complex will be reconstructed to include up to 21 floors, 3,149 apartment units (including 196 rental units), and various community facilities. The project will be subject to a building coverage ratio of 60% or less and a floor area ratio of 250% or less. The final construction plan will be confirmed through the review of the Integrated Review Committee for Maintenance Projects.
The existing Sinwol Neighborhood Park, currently located in the center of the complex, will be relocated to the north. The city also plans to complete the Yangcheon Green Road, a 2.3 km-long trail connecting the walking paths of Jiyangsan, Hanul Park, Reading Park, and Osolgil Park, thereby improving the urban landscape and linking nearby parks and green spaces.
Seoul City stated, "Going forward, we will reflect the amendments passed in this review, including future transportation plans, and proceed swiftly with the project by finalizing the maintenance plan announcement, undergoing the integrated review for maintenance projects, and confirming the construction plan."
