Strengthening Cooperative Networks with Youth Counseling and Welfare Centers, Schools, and Probation Offices
On April 28, the city of Nonsan in South Chungcheong Province announced that it will implement a "Special Support Program for At-Risk Youth" to proactively identify young people in welfare blind spots and provide tailored assistance.
The program targets youth aged 9 to 24 who either have no guardians or are not receiving actual protection, and whose household income is at or below 100% of the median income standard.
Support covers a wide range of areas encompassing all aspects of youth life, including living expenses, health, academics, independence, counseling, legal assistance, and activities. Assistance is customized according to each youth's individual circumstances.
Applications can be submitted by visiting the administrative welfare center in the applicant's residential area or through the Bokjiro website.
The city is strengthening its cooperative network with related organizations such as the Youth Counseling and Welfare Center, schools, and probation offices to proactively identify at-risk youth. It is also expanding support to ensure that practical help is provided through appropriate case management and referrals.
A city official stated, "At-risk youth are not simply recipients of welfare but are valuable members of the local community," and added, "We will continue to create an environment where young people can grow up healthy and stable through attentive care and a closely-knit community safety net."
Meanwhile, as of 2024, the city has supported a total of 33 at-risk youth cases. This year, it plans to further expand the target group and strengthen the youth welfare system by managing a wider variety of cases in parallel.
