Siheung City Establishes Measures to Respond to Road Flooding During Rainy Season

Strengthening Preventive Measures Such as Dredging Drainage Facilities and Installing Temporary Pumps

On April 24, the city of Siheung in Gyeonggi Province announced that it has established an "Action Plan for Habitually Flooded Roads in Preparation for the Rainy Season" ahead of schedule. The city will strengthen flood prevention measures for roads, including pre-dredging of drainage facilities such as waterways and the additional installation of temporary pumps.

The plan focuses on analyzing issues that emerged during repeated responses to heavy rainfall before the full onset of the rainy season, and on developing improvements to minimize damage caused by road flooding.


First, the city has organized and is operating a dedicated flood response team within the Construction Administration Division to prevent complaints and accidents in areas with frequent road flooding. When rainfall is forecast at 20mm per hour or more, or during precipitation, the city will activate its emergency duty system. In addition, it has established response plans for each flood-prone road, including specific control measures.


The city explained that it has completed pre-inspections and maintenance of drainage facilities near roads, and has deployed additional temporary pumps to enable a swift response in the event of flooding. Starting next month, the city will launch an early intensive monitoring system for the rainy season and will also conduct regular inspections of drainage facilities on major roads.


In addition, the city is currently analyzing data with relevant experts to assess the impact of residential land development on road flooding.


Lee Kwangsu, head of the Construction Administration Division of Siheung City, stated, "Unpredictable natural disasters have continued due to climate change, which has increased the importance of advance preparation," and added, "We will do our utmost to protect the lives and property of citizens in preparation for heavy rainfall."
