Eased Floor Area Ratio and Building Height Restrictions
Reflecting Amendments to the Urban and Residential Environment Maintenance Act
The Seongsu 1 District near Ttukseom Station on Subway Line 2 will be reconstructed into a residential complex with up to 35 floors and 321 units.

On April 24, Seoul City announced that it had convened the 6th Urban Planning Committee and approved, with modifications, the "Designation (Amendment) of the Seongsu 1 District Housing Reconstruction Maintenance Project Maintenance Zone and Amendment to the Maintenance Plan" for the area around 656-1267, Seongsu-dong 1-ga, Seongdong-gu.
Seongsu 1 District was designated as a maintenance zone in 2008 and received approval to establish an association in August 2020. In 2022, Lotte Construction was selected as the contractor.
After the Urban and Residential Environment Maintenance Act was revised last year, easing the floor area ratio not only in residential areas but also in quasi-industrial areas, the committee relaxed restrictions on the floor area ratio and building height during this review.
The buildings will be up to 35 stories high (with an average of 31 stories), and a total of 321 units, including 48 rental units, are planned for construction. Of the maintenance zone area (14,284.3 square meters), 18.2% will be allocated for maintenance infrastructure (roads), and the building scale will be subject to a floor area ratio of up to 300%.
Compared to the previous maintenance plan, the building height has increased from 66 meters (23 stories) to 110 meters, and the floor area ratio has been raised from 238.3% to 300%.
Seoul City stated, "We expect the Seongsu 1 District Housing Reconstruction Maintenance Project to proceed smoothly, not only revitalizing housing supply but also securing high-quality public housing, thereby contributing to housing stability for ordinary citizens."
