Bold Administrative Innovation and Prioritizing Public Officials
Less Unnecessary Formalities and Meetings, Greater Work Efficiency
"County Administration Motto: Regional Development and Enhanced Quality of Life for Residents"
Chulwon Jung, who was elected in the by-election on April 2 and emphasized 'communication and harmony' from his inauguration ceremony, has been drawing attention as he pursues changes in Damyang County with a motto of gentle leadership and bold administrative innovation. He has also stressed the importance of prioritizing public officials in county administration.
Governor Jung, under the belief that 'public officials must be respected in order to provide better administration to residents,' has made it a key task to create an environment where public officials can focus on their core duties. He is reducing unnecessary formalities and meetings, and is focusing on enhancing practical administrative efficiency.
In particular, during his tenure as a member of the Damyang County Council, he paid attention to protecting public officials and improving organizational culture. In 2021, he even proposed an ordinance to protect public servants from malicious civil complaints.
Governor Jung is also considerate of staff during his daily commute, which marks the start of the county administration's day. He drives himself to and from work without an aide, as part of his effort not to disrupt employees' commutes or workflow.
He is also strengthening a deputy governor-centered approval system to support frontline staff in swiftly advancing county affairs, and is minimizing unnecessary meetings and formalities to further improve work efficiency.
He is seeking changes to stabilize county administration as well. At a key business progress report meeting held early in his term, Governor Jung stated, "Stabilizing county administration is the top priority. I will ensure that existing projects proceed without setbacks and will swiftly implement feasible pledges made to residents," maintaining a consistent principle as the core of his administration.
Alongside this, based on his political philosophy that frequent engagement with residents will resolve unnecessary distrust and build confidence in county administration, he is personally visiting sites and addressing even minor issues.
On April 23, Governor Jung emphasized, "Based on the principles of communication and harmony, I will focus solely on the development of Damyang and meaningful changes in the lives of our residents, working to create a 'Vibrant Future, Greater Damyang.'"
