Yeonggwang County in South Jeolla Province will announce the legislative notice of the "Yeonggwang County Basic Ordinance for the Implementation of Promises" (hereafter referred to as the "Promise Implementation Ordinance") for 20 days starting from April 23, in order to establish an institutional foundation for the systematic promotion and responsible fulfillment of promises made to county residents.


This ordinance aims to establish a systematic management system covering the entire process from the formulation, implementation, inspection, and evaluation of promise projects. It also seeks to enhance transparency and reliability in the fulfillment of promises by strengthening resident participation.


The main contents of the Promise Implementation Ordinance include: ▲ stipulating procedures for the formulation and amendment of promises ▲ establishing a "citizen jury" to inspect the fulfillment of promises ▲ mandating the disclosure of the status of promise implementation ▲ establishing a system for evaluating and reporting on implementation performance.


Since the inauguration of County Governor Jang Seil under the 8th popularly elected administration, Yeonggwang County has set "Yeonggwang created together, benefits enjoyed by all residents" as its administrative goal. The county has finalized 50 promises across five major sectors: ▲ local economy (8 items) ▲ resident welfare (21 items) ▲ agriculture, fisheries, and rural communities (9 items) ▲ culture and tourism (6 items) ▲ empathetic administration (6 items). The county is making every effort to improve the implementation rate of these promises by checking the progress on a quarterly basis.


Additionally, to enable residents to easily grasp the status of promise implementation, the county plans to install a status board in the governor's office to monitor progress and to establish a dedicated website for promises.


Furthermore, in May, the county plans to conduct a promise implementation training (manifesto training) for all employees to raise awareness of the necessity and importance of fulfilling promises.
