The aging residential area of Mia-dong in Gangbuk-gu, Seoul, will be transformed into a residential complex with approximately 1,200 units in buildings of around 25 stories.


On April 23, the Seoul Metropolitan Government announced that it has finalized the Rapid Integrated Planning for the area around 345-1 Mia-dong. The zoning will be upgraded from Type 2 General Residential Area to Type 3 General Residential Area, and a development plan has been established for a floor area ratio of 300% and approximately 1,200 residential units.


The city has set the goal of the "Together Mia Plan," which aims for growth and interaction with the local community. The plan is based on four principles: a landscape plan utilizing local resources such as Bukhansan Mountain and the Northern Seoul Dream Forest; a feasible development plan that harmonizes with surrounding areas; the establishment of a convenient and safe pedestrian and transportation system that reflects the characteristics of each street; and the creation of resident-friendly spaces that foster exchange and communication with the community.


First, the city has planned green spaces on the southern side of the site along Solsaem-ro, taking into account the clear view of Bukhansan Mountain and the proximity to the Northern Seoul Dream Forest and Seongam International Trade High School.


In addition, a feasible development plan has been established that considers the Samyang District Center District Unit Plan, the Mia 2 Redevelopment Promotion District, and the retention of facilities such as religious institutions within the area, centering on Samyang Sageori Station.


The transportation plan has also been adjusted in connection with several development projects. In coordination with the Mia 2 Redevelopment Promotion District plan on the southern side of the site, two additional lanes will be secured (expanding from four to six lanes), and the existing road system will be adjusted to create a safer pedestrian environment.


Furthermore, efforts have been made to secure living infrastructure. Neighborhood living facilities will be arranged to maintain the continuity of commercial spaces. Pocket parks are also planned to provide a pleasant walking environment.


The city plans to actively support the rapid establishment of a maintenance plan for the area around 345-1 Mia-dong, where the Rapid Integrated Planning has been finalized. In particular, by streamlining the procedures of the Rapid Integrated Planning process, including integrated reviews by the Urban Planning Authority Subcommittee and the project implementation plan, the project period is expected to be further shortened.

The site began the Rapid Integrated Planning process in August of last year, and after expert review meetings, resident consultations, and briefings, the planning was completed in just eight months. By applying the redevelopment processing deadline system, which requires a resident review within two months of completing the Rapid Integrated Planning, the city is currently proceeding with the maintenance plan procedures with the goal of designating the district within this year.


Cho Namjun, Director of the Urban Space Headquarters of Seoul Metropolitan Government, stated, "We hope to simultaneously improve the residential environment and revitalize the area, bringing renewed energy and a sense of community to a region that has long been stagnant."


Meanwhile, with the finalization of the redevelopment plan for the area around 345-1 Mia-dong, planning has been completed for 101 out of a total of 172 target sites in Seoul. Of the 101 sites where planning has been completed, 50 are currently in the process of establishing maintenance plans, 28 have been designated as maintenance districts, 18 have received approval for association establishment, and 5 have received approval for project implementation plans. The Rapid Integrated Planning and subsequent procedures are ongoing for these sites.
