Submit Supporting Documents for Delivery and Courier Service Usage
Applications are now open for the "Second Round of Delivery and Courier Fee Support for Small Business Owners." Small business owners can submit supporting documents directly through the system, and after a review process, eligible applicants will be selected and provided with financial support.
On April 20, the Ministry of SMEs and Startups announced the start of applications and submissions for the second round of the "Small Business Delivery and Courier Fee Support Program." Previously, on February 17, the ministry conducted the first round of "expedited payments," which did not require additional documentation, thanks to cooperation from delivery platform companies. The second round involves a verification payment process, where small business owners enter their supporting documents directly into the system.
The eligibility criteria for this verification payment are the same as those for the first expedited payment. Applicants must: ▲ have annual sales of less than 104 million won in either 2023 or 2024; ▲ have records of delivery or courier services; and ▲ as of the application date, be an individual or corporate business that has not closed. The program targets small business owners who were not included in the expedited payment round, such as those using courier companies, delivery platforms, delivery agencies, quick services, errand centers, or those who deliver products directly to customers without using a platform or courier service. The estimated number of eligible recipients for this verification payment is about 550,000.
The application process requires small business owners to enter information such as their business registration number and bank account number. The government will then verify eligibility based on factors including business type, sales volume, and business status (open or closed), and will notify applicants of their eligibility via a messaging service. If confirmed as eligible, applicants must upload supporting documents for delivery or courier transactions made between January 1, 2024, and December 31, 2025, to the system.
For those who used delivery or courier services, applicants must submit documents such as electronic tax invoices, courier waybills, and delivery settlement statements that verify applicant information, delivery date, and delivery amount. For those who delivered products themselves, they must submit documentation for "direct delivery infrastructure" and "delivery performance."
Direct delivery infrastructure refers to the minimum documentation required to confirm that the small business owner is conducting deliveries personally. Acceptable documents include one of the following: vehicle registration certificate, mobile card reader contract, packaging container purchase statement, or a sign or flyer indicating delivery service. For delivery performance, applicants must submit evidence such as delivery completion texts or photos, delivery receipts (including those from associations or organizations), or delivery logs to verify that products were delivered to customers.
Direct deliveries will be recognized at 5,000 won per delivery. Therefore, to receive 300,000 won in support, applicants must provide supporting documents for a total of 60 deliveries. Because it is generally more difficult for small business owners who deliver directly to provide supporting documentation, the government determined the acceptable types of evidence and the amount recognized per delivery through consultations and surveys with relevant associations and organizations.
Applications can be submitted through the dedicated website "Small Business Delivery and Courier Fee Support," as well as via "Small Business 24." In addition, to assist small business owners who have difficulty applying online, application assistants will be available at 77 regional centers of the Small Enterprise and Market Service nationwide to support in-person applications.
