During the MBC 100-Minute Debate held that evening, when Lee Jae Myung asked Kim Dong Yeon what measures are needed to prevent illegal martial law incidents, Kim Dong Yeon responded, "Measures should be taken to ensure that the president cannot exercise the power of amnesty for those who have committed illegal insurrection." He added, "This time, we must bring the insurrection to a complete close through appropriate punishment for the martial law incident, and we should also strengthen the constitutional requirements for the president to declare martial law."
Lee Jae Myung said, "I completely agree. Prohibiting amnesty is a very reasonable measure," and explained, "If amnesty is granted, people may come to think that even if they succeed, it's fortunate, and even if they fail, they could be released again due to political dynamics. They may also think, 'Oh, if I do this, I can be forgiven again.'"
Kim Kyung Soo said, "When we discuss constitutional amendments in the future, the provision that allows for martial law even in peacetime should definitely be removed from the Constitution," and added, "No matter who becomes president, this country must become one where no one can even dream of declaring martial law."
