Appointment of New Directors for Budget and Tax Policy at the Ministry of Economy and Finance
Byungseo Yoo and Geumcheol Park Take Key Positions in Personnel Reshuffle

On April 18, the Ministry of Economy and Finance carried out a director-level (Grade 1) personnel reshuffle, appointing new heads responsible for the national budget and tax policy. Byungseo Yoo, previously Director General for Budget Coordination, was named the new Director of the Budget Office, while Geumcheol Park, formerly Director General for Tax Policy Coordination, was appointed as the new Director of the Tax Policy Office.

Byungseo Yoo, the newly appointed Director of the Budget Office, was born in 1969. He graduated from Seoul National University with a degree in economics and obtained a master's degree in business administration from Purdue University in the United States. Entering public service through the 38th Higher Civil Service Examination, he has held various positions, including Director of Welfare Budget, Director of Land, Infrastructure and Transport Budget, and Director of Education Budget at the Ministry of Economy and Finance. Yoo is considered an expert in budget affairs, having also served as Director General for Fiscal Planning, Policy Advisor to the Minister, Director General for Welfare and Safety Budget, and Director General for Budget Coordination.

Geumcheol Park, the new Director of the Tax Policy Office, was born in 1971. He graduated from Seoul National University with a degree in economics and earned a Ph.D. in economics from the University of Missouri in the United States. After passing the 37th Higher Civil Service Examination, he held roles such as Director of Tax Policy, Director of Tax Analysis, and Director of New Growth Policy at the Ministry of Economy and Finance. He also served as Director General for Property and Consumption Tax Policy, Director General for Administrative and Defense Budget, Director General for Social Budget, and Director General for Tax Policy Coordination. Park's experience includes serving as a Senior Economist at the Organisation for Economic Co-operation and Development (OECD) in France and as Minister-Counselor at the Embassy of Korea in China under the Ministry of Foreign Affairs.

Yongbeom Cho was appointed as the new Director General for Budget Coordination, succeeding Yoo. Manhee Cho, Director of Income and Corporate Tax Policy, was named as Park's successor and appointed Director General for Tax Policy Coordination.
