Seosamsuk's Proposed "Passenger Plane Disaster Victim Protection Act" Passes National Assembly Seosamsuk National Assembly Member

The "Special Act on Fact-Finding and Protection of Victims' Rights Regarding the 12·29 Passenger Plane Disaster" (hereinafter referred to as the "Passenger Plane Disaster Victim Protection Act"), proposed by Seosamsuk, a member of the Democratic Party of Korea representing Yeongam, Muan, and Shinan in South Jeolla Province, passed the National Assembly plenary session on April 17.


The passenger plane disaster (hereinafter referred to as "the disaster") occurred on December 29 of last year at Muan International Airport, resulting in the deaths of 179 passengers and serious injuries to 2 others. Survivors and bereaved families continue to suffer physical, psychological, and economic harm.


On March 7, Seosamsuk proposed the Passenger Plane Disaster Victim Protection Act. The National Assembly's "Special Committee on Fact-Finding and Relief for Victims and Bereaved Families of the 12·29 Passenger Plane Disaster" reviewed six bills over four sessions, ultimately reflecting a consolidated alternative and establishing measures for victim relief.


The act stipulates that victims have the right to receive information related to the disaster, express their opinions, and receive necessary support such as living assistance, medical care, and psychological treatment. It also allows the state to provide living and medical support funds for victims' daily needs, illnesses, injuries, and aftereffects. In addition, employed victims may take healing leave.


Seosamsuk stated, "The physical and psychological suffering of victims and bereaved families who have lost loved ones in the disaster is intensifying, making systematic and prompt support urgently needed." He added, "I hope the enactment of this special law will help restore victims' losses, and I will continue to address any shortcomings through follow-up legislation."
