Gyeonggi Governor Kim Dongyeon, a candidate in the Democratic Party's presidential primary, announced his policy plans for the Yeongnam region, stating, "My pledge is to make Busan a global financial capital," and emphasized, "Policy financial institutions such as the Korea Development Bank and the Export-Import Bank of Korea should be relocated all at once."

On the 18th, at his campaign office in the Yeouido area of Seoul, Governor Kim unveiled his pledges for the Yeongnam region. While Lee Jaemyung, former Democratic Party leader, has announced a pledge to relocate the Ministry of Oceans and Fisheries to Busan, Governor Kim said, "I believe relocating policy financial institutions, rather than the Ministry of Oceans and Fisheries, would be more beneficial for Busan's development and for creating jobs in the local economy." He added, "Institutions such as the Korea Technology Finance Corporation, Korea Exchange, and Korea Asset Management Corporation have already relocated, but bringing these policy financial institutions together in one place would be much more effective."


When asked about solutions to the stalled relocation of the Korea Development Bank, a pledge made by the Yoon Sukyeol administration, Governor Kim said that a "big deal" is needed. He explained, "I have pledged to create ten large corporate cities and ten Seoul National Universities. To achieve balanced national development, I have also proposed offering significant incentives if conglomerates relocate their headquarters, factories, or research centers to regional areas."


He went on to say, "By offering incentives such as a 20-year corporate tax exemption, inheritance tax benefits for business succession among partner companies, and temporary income tax reductions for workers, we can encourage companies to relocate their headquarters, factories, and research centers, thereby expanding investment and creating jobs." He added, "If a package that includes policy financial institutions is implemented, I believe this is fully achievable."


With the announcement of the Yeongnam primary election results scheduled for the 20th, Governor Kim was asked about his expectations for the vote. He replied, "Rather than making predictions, I will do my best to maximize turnout," and added, "Instead of an uneven playing field where 'Lee Jaemyung is inevitably the president,' I will do my best to ensure that it is the people who ultimately choose the president."


In addition, Governor Kim pledged to: ▲ establish an advanced industry base linked to Ulsan's shipbuilding and marine industry ▲ build a complex aerospace city in Gyeongnam ▲ develop Daegu as a hub for future mobility manufacturing ▲ create a specialized advanced semiconductor strategic industry complex and support R&D demonstration facilities in Gumi, North Gyeongsang Province. He also promised to: ▲ expand public medical infrastructure in the Yeongnam region ▲ establish a tri-port connecting the metropolitan railway network, Busan New Port, and the new airport on Gadeokdo ▲ and promote a GTX-level new airport rail line connecting West Daegu New Airport and Uiseong.
