The Daegu City Council (Chairman Lee Mangyu) will convene its 316th extraordinary session for 12 days from April 21 to May 2, during which it will begin its legislative activities by reviewing 21 agenda items, including the 2025 Daegu Metropolitan City First Supplementary Budget Bill and various ordinances for enactment and revision, as well as conducting site visits.
During this session, the Daegu City Council will deliberate a total of 21 agenda items, including the supplementary budget bill, amendments to fund management plans, 17 ordinances for enactment or revision, and two opinion proposals.
The ordinances scheduled for review include a partial amendment to the Daegu Metropolitan City Ordinance on Support for Safety Management of Children's Play Facilities (proposed by Councilor Yoon Youngae, Nam-gu 2), the Daegu Metropolitan City Ordinance on the Establishment and Operation of Disaster Forecast and Warning Systems (Councilor Kim Wonkyu, Dalseong-gun 2), a full amendment to the Daegu Metropolitan City Ordinance on Courtesy and Support for Righteous Citizens (Councilor Ha Junghwan, Dalseong-gun 1), a partial amendment to the Daegu Metropolitan City Childcare Ordinance (Councilor Kim Jaewoo, Dong-gu 1), the Daegu Metropolitan City Ordinance on the Promotion and Support of Korean Traditional Music (Councilor Park Changseok, Gunwi-gun), the Daegu Metropolitan City Ordinance on the Promotion of Fine Arts (Councilor Heo Siyoung, Dalseo-gu 2), a full amendment to the Daegu Metropolitan City Ordinance on Environmental Dispute Mediation (Councilor Yoon Kwongeun, Dalseo-gu 5), a partial amendment to the Daegu Metropolitan City Ordinance on the Promotion and Activation of Environmentally Friendly Vehicles (Councilor Park Jongpil, Proportional Representation), the Daegu Metropolitan City Ordinance on the Nurturing and Support of Female Farmers (Councilor Lee Taeson, Dalseo-gu 4), a partial amendment to the Daegu Metropolitan City Building Ordinance (Councilor Kim Jiman, Buk-gu 2), a partial amendment to the Daegu Metropolitan City Ordinance on the Management of Outdoor Advertisements and the Promotion of the Outdoor Advertising Industry (Councilor Lim Inhwan, Jung-gu 1), a partial amendment to the Daegu Metropolitan City Waterworks Source Charges Collection Ordinance (Councilor Lee Youngae, Dalseo-gu 1), the Daegu Metropolitan Office of Education Ordinance on the Development of Special Education (Councilor Park Soyoung, Dong-gu 2), and the Daegu Metropolitan Office of Education Ordinance on the Management of Defects in Facility Construction (Councilor Son Hankook, Dalseong-gun 3), among others, covering a wide range of fields proposed by council members.
The first plenary session, to be held at 10:00 a.m. on April 21, will begin with the opening ceremony, followed by the adoption of various agenda items necessary for the operation of the session. The second plenary session will be held at 10:00 a.m. on April 22.
At the second plenary session, six five-minute free speeches are scheduled, including questions on the revitalization of Seongseo Industrial Complex, known as the "heart of manufacturing" (Councilor Kim Jeongok, Proportional Representation); questions on the direction of major policy pledges under the acting mayor system (Councilor Kim Daehyun, Seo-gu 1); a call for focused support for smart textiles, considered the key to the textile industry's resurgence (Councilor Park Jongpil, Proportional Representation); "Let Love Rain Down on Daegu"?if someone asks about Korea's birth policy, tell them to look to Daegu! (Councilor Kim Taewoo, Suseong-gu 5); a call to strengthen management and support for professional arts organizations in Daegu Metropolitan City (Councilor Kim Jaewoo, Dong-gu 1); a call for the local community to take a more active role in protecting crime victims (Councilor Ryu Jongwoo, Buk-gu 1); a call for support for grandparent childcare allowances in Daegu Metropolitan City (Councilor Jeong Ilgyun, Suseong-gu 1); and the need to change the name of a park from "Dansan Historic Park" to "Arirang Historic Park" (Councilor Kwon Gihun, Dong-gu 3).
From April 23 to May 1, each standing committee will review agenda items and visit various administrative sites to listen to citizens and field voices, carefully examining the progress of municipal affairs. The Planning and Administration Committee will visit the Dalseong 2nd Industrial Complex waste treatment facility disposal site and the Central 119 Rescue Headquarters; the Culture and Welfare Committee will visit the Institute of Health and Environment; the Economic and Environmental Committee will visit the Agricultural Technology Center; the Construction and Transportation Committee will visit the Munyang Vehicle Depot; and the Education Committee will visit Yonggye Elementary School.
On April 30, the Special Committee on Budget and Accounts (Chairman Ryu Jongwoo) will convene to review the "2025 Daegu Metropolitan City First Supplementary Budget Bill and Amendments to the Fund Management Plan."
This first supplementary budget bill has been drafted and submitted at 11.3509 trillion won, an increase of 3.9% (426.3 billion won) compared to the original budget of 10.9246 trillion won. The Special Committee on Budget and Accounts plans to thoroughly verify whether the increased budget has been appropriately allocated, focusing on key areas such as transportation and logistics (138.1 billion won), as well as other sectors including social welfare, general public administration, and environment (288.2 billion won).
At 10:00 a.m. on May 2, the third plenary session will be held to process the agenda items passed by each standing committee and to conclude the 316th extraordinary session.
