Civil Complaint Response TF Team and Disaster Victim Support Center Unified into Support Headquarters

Gwangmyeong City in Gyeonggi Province announced on the 18th that it will operate the 'Gwangmyeong City Accident Response Support Headquarters' to swiftly and systematically manage the collapse accident that occurred at the Shinansan Line construction site on the 11th.

The city explained that after the search for the missing ended on the 16th, it reorganized and expanded the existing civil complaint response window into the 'Accident Response Support Headquarters' to establish an immediate and proactive response system for site recovery. Accordingly, the integrated civil complaint response team, 'Civil Complaint Response TF Team,' and the 'Disaster Victim Support Center,' which handles requests for support and compensation for damages, were unified under the headquarters.


The Accident Response Support Headquarters plans to continue comprehensive activities focusing on emergency site recovery and sharing recovery status, including damage assessment and support, minimizing citizen inconvenience, and existing civil complaint response functions.


The support headquarters is composed of five teams?▲ Civil Complaint Coordination Team ▲ Safety Inspection Team ▲ Recovery Support Team ▲ Technical Support Team ▲ Administrative Support Team?and the Disaster Victim Support Center, with the Deputy Mayor as the head of the headquarters and the Director of the Safety, Construction, and Transportation Bureau overseeing overall accident response.


The office is located in the meeting room of the Iljik-dong Administrative Welfare Center, and accident-related civil complaints can be reported by visiting the center directly from 9 a.m. to 10 p.m. every day, including weekends.


Park Seung-won, Mayor of Gwangmyeong City, said, "We are mobilizing all administrative resources to swiftly and thoroughly manage this accident," adding, "We will do our best until the end so that all citizens can feel safe and return to their daily lives."


Meanwhile, with the completion of the missing persons' recovery, the police are entering the final stages of summoning key stakeholders such as the construction company. The Gyeonggi Nambu Provincial Police Agency has set up a dedicated investigation team office for the Shinansan Line construction site collapse accident in the auditorium of the Gwangmyeong Police Station and has begun full-scale investigations.


The police are reportedly determining the direction of the investigation based on basic investigation records such as witness interviews with daily laborers at the site. They plan to summon and investigate key personnel soon, including representatives from the construction company POSCO E&C, supervisors, and the site manager. Those responsible for the accident will be booked on charges such as professional negligence resulting in death or injury.


The police have also secured CCTV footage installed at the construction site and have begun forensic analysis. They will closely examine whether there were any signs of collapse before the accident based on the CCTV footage and will review the situation before and after the collapse.


Earlier, at around 3:13 p.m. on the 11th, a collapse occurred at the underground tunnel construction site and the road above it in Iljik-dong, Gwangmyeong City, Section 5-2 of the Shinansan Line double-track railway, where POSCO E&C was the contractor. One POSCO E&C worker died, and one subcontractor excavator operator was seriously injured. The deceased worker was missing for about 125 hours and was found at a depth of 21 meters underground at 8:11 p.m. on the 16th.
