Gwangmyeong City Forms 'Shinansan Line Safety Committee' with Citizens and Experts Participation

Gwangmyeong City in Gyeonggi Province announced on the 17th that it will establish and operate the 'Shinansan Line Safety Measures Committee,' which includes both citizens and experts, to alleviate public anxiety following the collapse accident at the Shinansan Line construction site and to prepare measures to prevent recurrence.

The committee is a 'citizen-led safety council' where citizens can inspect the overall progress and propose safety measures together with experts during the remaining construction period of the Shinansan Line. The purpose is for citizens to act as monitors and proposers at every stage of the Shinansan Line railway construction to ensure transparency and reliability in project safety.


The committee consists of 15 citizens and 5 safety experts in fields such as civil engineering and geotechnics. It plans to continuously inspect all sections passing through Gwangmyeong until the Shinansan Line is completed. Citizen members are appointed as resident representatives recommended from apartment complexes and villages near the accident site to inspect the construction site from the citizens' perspective.


The city plans to establish a cooperative system with the construction company POSCO E&C and the project operator Next Train to ensure that the opinions proposed by the committee are reflected at the construction site. To this end, once construction resumes after accident recovery, the committee will hold meetings with the construction company and related organizations to discuss the operation plan for on-site inspections and the establishment of a cooperative system.


Park Seung-won, mayor of Gwangmyeong City, said, "This accident should serve as an opportunity to transparently disclose the safety of the construction to citizens as it resumes," adding, "We will establish a monitoring and inspection system involving citizens, experts, and related organizations to ensure the construction is completed without further accidents."


Earlier, the city set up and is operating a 'Civil Complaints Response TF Team' directly under the mayor as an integrated complaint window for accident-related grievances, and a 'Disaster Victim Support Center' at the Iljik-dong Administrative Welfare Center where support and compensation requests for accident damages can be made.
