Gyeonggi-do Launches Innovation in 'Safety, Welfare, and Administration' Using AI

Gyeonggi Province is embarking on public service innovation using artificial intelligence (AI) technology in the fields of safety, welfare, and administrative services.

On the 17th, Gyeonggi Province announced that it will carry out the 'AI Challenge Program' as an AI-based social problem-solving support project to improve the quality of life for residents and enhance the efficiency of administrative services.

The selected projects include ▲ Gyeonggi-do Fire & Disaster Headquarters' 'Development of AI-based 119 Report Reception and Situation Analysis Assistant' ▲ Bucheon City's 'Onmaeum AI Welfare Call for Innovation in Welfare Delivery System' ▲ Gwangju City's 'GeniusGov, Development of Generative AI-based Integrated Chat & Call Administrative Assistant.'

The safety sector project, 'AI-based 119 Report Reception System,' is a technology that instantly converts report content into text and automatically extracts key information during disasters. By establishing a voice recognition-based 119 report reception system, the goal is to quickly grasp the situation without repetitive questions, securing the golden time from disaster reporting to dispatch orders.

The welfare sector project, Bucheon City's 'Onmaeum AI Welfare Call,' delivers necessary information to vulnerable groups and features AI voice analysis to screen for mild cognitive impairment in the elderly during calls. Utilizing a two-way communication AI call system, it plans to supplement the shortage of social welfare personnel and simultaneously address welfare blind spots and respond to an aging society.

Gwangju City's administrative service project, 'GeniusGov (Intelligent Administrative Assistant),' is an integrated chatbot system applying LLM (AI-based Large Language Model) and RAG (Retrieval-Augmented Generation). By introducing a voice interface, it enhances accessibility for digitally vulnerable groups and provides real-time updates on the latest administrative information such as 24-hour civil complaint consultation, lifestyle information guidance, and disaster information provision.

Kim Gibyung, Director of AI at Gyeonggi Province, said, "AI transformation across all industrial sectors has become an essential element, not a choice. In the public sector as well, we will continue to discover practical and creative AI services focusing on areas where AI application has greater effects, such as safety and welfare, to provide customized services for residents and do our best to strengthen residents' safety and social problem response capabilities."
