Developed In-house for Efficient Oversight

Gangnam-gu, Seoul (District Mayor Jo Seong-myeong) announced on the 16th that it will officially operate the 'Real-time Management System for Political Party Banners' to resolve urban aesthetic damage and civil complaints caused by political party banners.

This system was developed directly by the responsible public official without any additional budget, achieving two outcomes simultaneously: cost savings and problem resolution.


Since the revision of the 'Outdoor Advertising Act' in December 2022, political party banners have been indiscriminately installed throughout the city as the reporting procedures and installation location restrictions were removed. This led to various issues such as urban aesthetic damage, environmental pollution, and threats to pedestrian safety.


Subsequently, with the revision of the 'Outdoor Advertising Act' again on January 12 last year, installation standards for political party banners (such as no more than two per administrative district and installation period within 15 days) were reinstated. However, Gangnam-gu is an area where more than 240 political party banners are installed monthly along 21 major arterial roads, making it difficult to monitor the installation locations and periods in real time, resulting in ongoing resident inconveniences due to delayed maintenance.


In response, the responsible public official came up with the idea to independently develop the 'Real-time Management System for Political Party Banners' to address the problem. This system allows simple access via mobile phones on-site to register the banner’s location, party name, installation period, etc., which are then managed as real-time data. The system automatically analyzes whether the installation period and quantity limits are exceeded, immediately identifying violations and enabling prompt maintenance actions if necessary.


Additionally, the system can recognize restricted installation zones such as child protection areas, making it useful for quickly and accurately determining illegal installations. The introduction of this system is expected to greatly improve the efficiency of illegal advertising maintenance work and significantly contribute to urban aesthetic improvement.


Mayor Jo Seong-myeong stated, "As a result of actively seeking solutions for illegal banner management, we achieved an innovative outcome by developing our own system. Through this system, we will manage banners more systematically and swiftly to maintain a pleasant urban environment."
