Goyang City to Establish '2040 Urban Master Plan'
Reflecting Economic Free Zone Structure and Population for Old City Reconstruction
Recruiting Citizen Planning Group to Gather Public Opinions
'2035 Urban Residential Environment Improvement Master Plan' Also to Be Established Within the Year
Goyang Special City, Gyeonggi Province (Mayor Lee Dong-hwan) is drafting a new urban plan to respond to changes in the urban environment and realize a self-sufficient city.
According to Goyang Special City on the 15th, the city is establishing the '2040 Urban Master Plan' that includes long-term development directions such as the economic free zone and reconstruction of the first-generation new town. Additionally, the city will establish the 2035 Urban Residential Environment Improvement Master Plan to prepare effective measures for improving the residential environment.
Previously, Goyang Special City established the '2035 Urban Master Plan' at the end of 2021, but due to changes in urban conditions such as population, land use, and metropolitan transportation, it decided to draft a new plan targeting the year 2040. Based on the budget secured through the first supplementary budget this year, the city plans to resume the urban master plan establishment project.
In particular, to envision the future city together with citizens, the city will recruit the 'Goyang City Citizen Planning Group' within this month. The citizen planning group, consisting of about 100 members, will represent various age groups and regions to participate in the planning process.
The city plans to request approval from Gyeonggi Province after hearing opinions from the city council and consulting the Urban Planning Committee in the second half of the year, aiming to expedite administrative procedures to complete a future-oriented urban plan.
The 2040 Urban Master Plan will reflect major projects such as the designation of the economic free zone, which is a future growth engine for Goyang City, and the reconstruction of Ilsan New Town. Since being selected as a candidate site for the economic free zone in 2022, Goyang City has been proceeding with the designation process and recently completed resident opinion hearings, preparing to submit the designation application.
Also, the reconstruction of the first-generation new town, for which a maintenance plan was established under the 'Special Act on Old Planned Cities,' will include population planning to ensure development consistent with the urban master plan. This is expected to revitalize aging areas and secure momentum for maintenance projects.
In addition, the plan will include strategies such as Transit-Oriented Development (TOD) around station areas, reorganization of urban spaces to enhance equity between new towns and old downtown areas, readjustment of population plans, and review of land scheduled for urbanization.

Goyang City also plans to complete and announce the '2035 Urban Residential Environment Improvement Master Plan' within this year. This plan is a key document serving as an execution guideline for redevelopment, reconstruction, and residential environment improvement projects, aiming to establish systematic standards for residential environment enhancement.
Since the 9th, Goyang City has started a resident survey to understand residents' preferences regarding living environments by life zones, basic directions for urban maintenance, and maintenance projects. After preparing the basic plan, the city will go through administrative procedures such as consultations with related departments and agencies, collecting resident opinions, hearing city council opinions, and review by the Goyang City Urban Planning Committee, aiming to announce it within the year.
