Jinju City Selected as Excellent Institution for 4 Consecutive Years in This Year's City-County Joint Evaluation

Second Place Among Cities in Both Quantitative and Qualitative Evaluations
Securing 219 Million KRW in Financial Incentives

Jinju City in Gyeongsangnam-do has achieved second place among cities in both quantitative and qualitative evaluation categories in the '2025 (2024 Performance) Joint Evaluation of Major City and County Affairs' conducted by Gyeongsangnam-do. As a result, the city has been recognized as an excellent institution and received a special adjustment grant of 219 million KRW as a financial incentive from Gyeongsangnam-do.


The joint evaluation of major city and county affairs is one of the most objective and credible assessments conducted annually since 2011, where Gyeongsangnam-do comprehensively evaluates the administrative capabilities and achievements of 18 cities and counties within the province regarding key national and provincial policy tasks.


This year’s evaluation, based on 2024 performance, consisted of ▲99 quantitative indicators (goal achievement rate), ▲22 qualitative indicators (best practices), and ▲citizen evaluation (best practices). The evaluation process was conducted fairly through mutual verification among cities and counties, performance confirmation by the provincial departments, and assessments by an external evaluation panel and a citizen evaluation group.

In the quantitative evaluation, the city achieved its goals in 91 out of 99 indicators, recording a 92.6% achievement rate, ranking second among cities in the province. Compared to last year’s results, the achievement rate increased by 4 percentage points, and the ranking rose by two places.


In the qualitative evaluation, 10 out of 22 indicators were selected as best practices, also securing second place among cities in the province. Notable best practices include: △Creating a citizen-experienced, women-friendly city in Jinju, △Establishing Jinju as a traffic safety city through the construction of an Intelligent Transportation System (ITS), and △Wolasan Forest’s Jinju, a landmark for premium forest welfare.


Additionally, in the citizen evaluation, the citizen evaluation group assessed 36 cases submitted by each city and county, selecting 10 best practices (five each from cities and counties). Jinju City’s case, 'River Night Jinju: The City of Night Tourism with Light and Fire Flowing 365 Days a Year,' was chosen as a citizen consensus best practice.


Based on these evaluation results, Jinju City is scheduled to receive one excellent institution award and six individual commendations for meritorious public officials from Gyeongsangnam-do, the highest number of awards among cities in the province.


With this, Jinju City has achieved the remarkable feat of being selected as an excellent institution in the joint city and county evaluation for four consecutive years since 2022. The city has secured a total of 893 million KRW in special adjustment grants over four years: 215 million KRW in 2022, 350 million KRW in 2023, 109 million KRW in 2024, and 219 million KRW this year.


Mayor Cho Kyu-il stated, "Achieving excellent results for four consecutive years was possible because all employees actively engaged in their respective duties," adding, "We will continue to pursue city administration that citizens can truly experience, aiming for even better results in the future."
