Daejeon City Completes Preliminary Consultation on Lifting Green Belt for Hagiji District Special Zone Development in Just 3 Months

Daejeon City announced that it has completed the preliminary consultation for lifting the Green Belt (GB) restrictions for the Hagidistrict Special Zone Development Project in just three months, and will hold a public viewing for residents starting from the 11th.


The city initially promoted the Hagidistrict as a strategic project along with the Nano Semiconductor National Industrial Complex, but considering concerns about schedule delays due to the requirement for review by the Central Urban Planning Committee, it was excluded from the strategic project in December last year. Instead, by highlighting the unique advantages of the Hagidistrict, the city achieved even faster progress in lifting the GB restrictions than it would have as a strategic project.


The Hagidistrict National Industrial Complex will be established on a site of approximately 230,000 square meters (about 70,000 pyeong) in the Hagidong area of Yuseong-gu. It is planned as a science and technology-based advanced industrial complex that combines the excellent infrastructure and residential environment of the Research and Development Special Zone, and will be positioned as an industrial cluster linked with government-funded research institutes, major corporate research centers, the Jukdong, Sinseong, and Banghyeon National Industrial Complexes, and KAIST. There are also plans to create a self-sufficient city where residential, commercial, and industrial facilities are integrated.


Since July 2023, the authority to lift GB restrictions for areas under 1 million square meters has been delegated from the Ministry of Land, Infrastructure and Transport to city and provincial governors. Accordingly, the city plans to promptly proceed with subsequent administrative procedures such as hearing the city council's opinion and reviewing by the local urban planning committee, aiming to complete the lifting of GB restrictions by August.


Lee Jangwoo, Mayor of Daejeon, said, "The Hagidistrict is one of the key projects to enhance the competitiveness of the Research and Development Special Zone and drive the overall growth of Daejeon's industry," and added, "We will continue to swiftly complete administrative procedures and supply industrial complexes specialized in the six strategic industries?Aerospace, Bio, Semiconductor, Defense, Quantum, and Robot (ABCDQR)?in a timely manner."
