Easing the Economic Burden of Childcare with Measures Such as the Kkangchung Kkangchung Growth and Childcare Support Fund and Infertile Couple Treatment Expense Support
Gwanak-gu (Mayor Park Jun-hee), characterized by a high concentration of single-person households and young adults starting their first homes, is aiming to reverse the birth rate decline by preparing various support measures to address low birth rates.
In line with the government's 4th Basic Plan for Low Birthrate and Aging Society, the district plans to create a "Gwanak-gu that is good for having and raising children" through 84 projects across three areas: ▲ a society where people work and care together ▲ a society where both children and parents can realize their potential ▲ adaptation to changes in population structure.
Last year, the district introduced the nation's first "Kkangchung Kkangchung Growth and Childcare Support Fund," providing 300,000 KRW worth of Gwanak Love Gift Certificates once a year to families raising children aged 2 to 4. For cases where relatives care for children due to reasons such as dual-income households, the district supports the "Seoul-type Childcare Fee," fostering a healthy family community where work and family life coexist.
Especially, for the first time this year, the district is recruiting the 1st class of the "Gwanak Eutteum Childcare Dad Group," which will conduct various experiential activities and parenting education with children to enhance the childcare capabilities of novice fathers. The recruitment target for the Gwanak Eutteum Childcare Dad Group, launching in May, is 30 families with fathers and children aged between 7 and 10.
The district is reducing the burden on childbirth families by expanding support for "Infertile Couple Treatment Expenses" and "Seoul-type Postpartum Care Expenses," helping ensure healthy childbirth and childcare for pregnant women and newborns.
Additionally, the district is expanding early childhood play infrastructure and addressing blind spots in childcare services by ▲ newly establishing two children's play facilities (kids cafes) ▲ providing new support for substitute cooks at daycare centers ▲ expanding support for infant and toddler snack expenses.
The district also focused on resolving the youth's reluctance toward marriage and childbirth. By expanding youth job support programs such as "Gwanak Didimdol Youth Jobs" and "Eutteum Gwanak Youth Savings Account," and operating "Women's Classes" to prevent career interruptions for women, the district plans to create a family-friendly environment where work and family life coexist.
Mayor Park Jun-hee said, "The low birthrate issue is a long-term and multifaceted social phenomenon that must be addressed," adding, "Through this low birthrate response implementation plan, we aim to make Gwanak-gu a place good for having and raising children, and promote policies where all residents can enjoy a happy life together."
