46 Parking Spaces Created Through Agreement with Landowners
Free Operation This Month, Resident-Priority Parking Begins Next Month

Yangcheon-gu, Seoul (Mayor Lee Gi-jae) announced on the 7th that it has created 46 parking spaces by utilizing vacant leftover land in Sinwol 7-dong and has officially started operation.


The Sinwol 7-dong area has suffered from chronic parking shortages due to a lack of space for public parking lots or resident-priority parking lots. Even when the district tried to establish public parking lots, it faced difficulties due to the enormous budget required for land acquisition.

The district actively sought leftover land that could be converted into parking spaces and newly created 46 parking spaces on a vacant lot (Sinwol-dong 976-1) next to Osolgil Park that had been abandoned. This achievement was made through persistent persuasion and consultation with the landowners for the “Leftover Land Utilization Parking Lot Creation” project.


The project to create parking lots using leftover land involves converting leftover land abandoned in residential areas into parking lots through agreements with landowners. Landowners provide the land free of charge for more than one year and receive property tax exemptions under Article 109 of the Local Tax Act.


Yangcheon-gu explained, “Instead of constructing parking lots that take a long time, this project can secure parking spaces at low cost within a short period, and by tidying up idle land that has been neglected due to illegal dumping or overgrown weeds, it can also have a positive effect on improving the residential environment.”


The parking lot covers a total area of 1,236.4㎡ (approximately 375 pyeong) and is a flat-type parking lot composed of 25 standard spaces, 15 expanded spaces, 5 compact spaces, and 1 space exclusively for the disabled, accommodating various vehicle types. It will operate as a resident-priority parking system and will be converted into shared parking spaces during idle hours to help alleviate parking shortages in the area.


It will be temporarily operated free of charge throughout April, and resident-priority parking applications will be accepted until the 25th of this month, with paid operation starting in May.


In addition, the district is focusing on expanding parking lots to alleviate parking shortages in residential areas. Last year, a new resident-priority parking lot was created in a residential area near Sumyeongsan, where conflicts between neighbors had arisen due to insufficient parking spaces, after several meetings with residents and consultations with a nearby military base. Additionally, a barefoot clay trail and parking lot were added to the military base area, which was previously difficult to access, creating a resting space for residents.


Furthermore, with the completion of the Sinjeong 4-dong Cherry Blossom Road Public Parking Lot this year, the district plans to sequentially promote public parking lot projects in Mok 2-dong, Mok 3-dong, and Sinwol 4-dong to improve parking convenience for residents.


Lee Gi-jae, Mayor of Yangcheon-gu, said, “We thank the landowners who agreed to the use of public parking lot sites so that residents can live in a pleasant environment,” and added, “Solving the parking shortage is not just about securing parking spaces but also contributes to urban development in various ways, such as improving residential satisfaction and city aesthetics. We will continue to seek practical solutions to parking problems.”
