Why Are Dobong-gu's Illegal Garbage Dumping CCTV Control Rooms Being Benchmarked One After Another?

Illegal dumping eradicated in 10 out of 60 sites with high-performance CCTV

Why Are Dobong-gu's Illegal Garbage Dumping CCTV Control Rooms Being Benchmarked One After Another?

Dobong-gu (Mayor Oh Eon-seok) control room is receiving a flood of benchmarking requests from local governments.


The closed-circuit television (CCTV) control room for illegal garbage dumping established by the district has emerged as an excellent case for preventing illegal dumping, leading to continuous inquiries from local governments about the operation of the control room.


According to a press release distributed by the district in January this year, out of 60 locations where CCTV for illegal garbage dumping was installed and operated, illegal dumping was eradicated in 10 locations. Currently, changes are occurring in the remaining 50 locations, with 9 of them showing significant improvement.


On April 1, four autonomous districts of Cheongju City (Sangdang-gu, Seowon-gu, Heungdeok-gu, Cheongwon-gu) visited the control room within the Resource Circulation Division on the 3rd floor of Dobong-gu Office to learn from the district’s achievements.


On that day, officials from the four districts of Cheongju toured the control room and asked questions about the establishment and detailed operation of the control room. They showed particular interest in the high-performance CCTV for illegal dumping and requested additional information.


Last August, the district completed the installation of 60 high-performance CCTV cameras with 12 million pixels and 360-degree omnidirectional monitoring capability throughout the area over approximately three years. Additionally, a control room was established within the Resource Circulation Division of the district office. Two professional monitoring personnel were assigned to the control room.


When the professional monitoring personnel detect illegal dumpers in the control room, they issue warnings through guidance broadcasts. If the warnings are ignored, they track the movement routes via CCTV and promptly coordinate with the enforcement team to take swift action.


The results are considerable. Comparing the same period from the previous year, the number of illegal dumping enforcement cases increased from 314 in 2023 (September to December) to 507 in 2024 (September to December), an increase of 193 cases.


Based on these results, the district plans to expand the high-performance CCTV system. This year, the district intends to install 20 additional high-performance CCTV cameras in habitual illegal dumping areas.


Oh Eon-seok, Mayor of Dobong-gu, said, “The CCTV control room for illegal garbage dumping established by the district has become a model for others. We will manage and operate it more systematically in the future to achieve the eradication of illegal dumping throughout the region.”
