Gangbuk-gu Expands RFID Volume-Based Waste Meter Support Project
Encouraging Voluntary Waste Reduction Among Residents
Gangbuk-gu, Seoul (District Mayor Lee Soon-hee) will continue to implement the RFID volume-based waste meter installation support project this year to reduce food waste.
The RFID volume-based waste meter is a device that automatically weighs the food waste disposed of when residents tag a card or enter an individual identification code. Through this, residents pay disposal fees based on the amount of food waste they discard. The disposal fee through the volume-based meter is 130 KRW per kilogram, and payment can be made by choosing either a prepaid rechargeable card or a postpaid system.
The volume-based meters are available 24/7 year-round, reducing odor problems compared to the existing volume-based waste bags and contributing to a cleaner residential environment. Since introducing the meters in 2018, the district has distributed a total of 405 units and plans to support the installation of an additional 20 units this year.
Applicants must be multi-family housing with 50 or more households or general housing with 10 or more households within Gangbuk-gu. For general housing, consent from at least two-thirds of the residents is required. Support is provided on a first-come, first-served basis, and the district covers the full cost of purchasing and installing the meters.
A district official stated, “This project greatly motivates residents to voluntarily make efforts to reduce their waste output.” In fact, residents have shown high satisfaction in terms of cost savings and creating a pleasant environment.
Meanwhile, the district is also conducting a large-scale reduction device installation support project targeting multi-family housing with 100 or more households and large-scale waste producers. This equipment reduces food waste by more than 85% and can be recycled as compost, making it environmentally friendly.

District Mayor Lee Soon-hee said, “Waste reduction is an essential condition for making Gangbuk-gu a sustainable and livable environment,” adding, “We will continue to expand related projects to create a pleasant residential environment that residents can truly feel.”
