Gyeonggi Province announced on the 4th that it conducted a special inspection on the 2nd at the Dobongsan~Okjeong metropolitan railroad construction site, which the province is building, in relation to the ground subsidence accident that occurred in the Myeongil-dong area of Gangdong-gu, Seoul on the 24th of last month.

The Dobongsan~Okjeong metropolitan railroad construction project is closely adjacent to urban areas, directly linked to citizen safety, so the core goal is to identify potential risk factors in advance and take necessary measures.
The special inspection targeted three sections of the Dobongsan~Okjeong metropolitan railroad. Experts, including structural and ground specialists who are railroad construction technical advisory committee members, external members from road and safety fields, the provincial supervision team, and Gyeonggi underground safety keepers, directly participated on-site to conduct a comprehensive safety inspection.
The main inspection items included ground stability and safety assurance of excavation face areas directly related to the accident occurrence. This also involved checking for road and adjacent building subsidence or cracks, analyzing measurement data of groundwater levels and crown settlement phenomena.
In particular, risks such as ground collapse, groundwater inflow, and displacement expansion that may occur during tunnel construction were preemptively identified, and the necessity of technical supplementary measures to respond to these risks was also included in the inspection scope. Additionally, the management system of risk zones set for each section and the response system in emergency situations were thoroughly reviewed.
As key corrective measures from the special inspection, strict management of measuring instruments was required, along with continuous monitoring through periodic measurement and analysis. Training was to be conducted to enable immediate response to abnormal signs through strengthened regular patrols, and additional GPR (Ground Penetrating Radar) surveys were requested to conduct ground investigations. Furthermore, thorough management of discharge water resulting from tunnel excavation was also requested.
Gyeonggi Province plans to promptly implement follow-up measures such as safety diagnoses, GPR surveys, and supplementary construction in April if necessary, after reviewing the advisory results for each section from this special inspection.
Taking this inspection as an opportunity, Gyeonggi Province will re-examine the overall safety management system of the Dobongsan~Okjeong metropolitan railroad construction project and improve the applicability of the response system on-site in case of accidents, as well as the cooperation system among related organizations.
