Hwaseong City in Gyeonggi Province announced on the 3rd that it received the 'Excellent' award in Group 1 in the '2025 Comprehensive Evaluation of Non-Tax Revenue Management by City and County' conducted by Gyeonggi Province.
This evaluation is conducted by Gyeonggi Province on 31 cities and counties, assessing overall non-tax revenue collection and revenue management operations from the previous year. The evaluation is based on five areas and nine indicators: ▲non-tax revenue collection ▲arrears management ▲interest of the head of the institution ▲discovery of new revenue sources and system improvement ▲awards and operation of dedicated organizations.
'Non-tax revenue' refers to all income of local finances excluding local taxes, local grants, and subsidies. Representative examples include property rental income, usage fees, commission income, business income, collection grants, interest income, property sales income, contributions, fines, and penalties.
Hwaseong, which belongs to Group 1 based on the scale of imposition, received an 'Excellent' evaluation for two consecutive years following last year and secured a prize money of 20 million KRW.
The city explained that it received high evaluations for implementing various special policies to increase non-tax revenue, such as ▲holding collection strategy meetings ▲conducting self-assessments of excellent non-tax revenue departments ▲promoting comprehensive measures to discover omitted tax bases and new tax bases ▲operating a dedicated organization for non-tax revenue arrears collection ▲providing non-tax revenue job training ▲conducting on-site mentoring ▲producing and distributing promotional materials for payment convenience policies.
Song Mun-ho, Director of the Finance Bureau of Hwaseong City, said, "We will continue to prepare various measures to increase tax revenue and systematically manage arrears to expand fair and sound autonomous financial resources."
