Focused Safety Management for Large-Scale Rallies from the 3rd to the 6th

Jung-gu, Seoul (Mayor Kim Gil-seong) announced that it will enter a ‘focused safety management’ period starting from the 3rd, one day before the Constitutional Court’s ruling on President Yoon Seok-yeol’s impeachment trial.

With large-scale rallies expected around Seoul Plaza and Sejong-daero, Jung-gu plans to implement an all-out response in cooperation with all departments and related organizations until the 6th.


The district will deploy about 830 personnel over four days to comprehensively inspect factors that may affect citizen safety such as crowd control, cleaning, street vendors, advertisements, illegal parking, and sidewalk conditions, and activate safety measures. Safety management personnel will be stationed at six entrances/exits of City Hall Station and Euljiro 1-ga Station to prepare for crowd congestion. In addition, 12 intelligent closed-circuit television (CCTV) cameras installed in the rally areas will monitor congestion in real time, and disaster safety text messages will be considered depending on the crisis level.


Crackdowns on illegal street vendors and roadside obstructions that hinder congestion and safety will also be strengthened. The district will assign enforcement personnel fixedly by section and physically block street vendor installation spaces using cargo vehicles. Violating street vendor vehicles will be forcibly moved immediately on site, and strong administrative measures such as fines will be imposed for repeated violations.


In previous inspections, 45 cases of illegal street vending were detected and fines were imposed. Regarding illegal advertisements, 188 notices were distributed, and corrective orders (1 case) and forced measures (13 cases) were also implemented.


Since the downtown rally locations overlap with major routes for foreign tourists, Jung-gu sent advance text messages informing 870 tourism-related businesses, including foreign guesthouses, travel agencies, and Hanbok experience shops, about the rally schedule and locations.


Furthermore, management of personal mobility devices (PM) such as shared electric kickboards and bicycles, which cause congested pedestrian environments, will be strengthened by restricting rental zones. A field survey was conducted on the sidewalk sections within the Sejong-daero rally area, and urgent repairs were completed at a total of 12 locations. Illegal parking enforcement will also be carried out concurrently, focusing on preventing traffic congestion.


On-site medical support teams and ambulances will be stationed near the Sora Tower in Cheonggye Plaza to respond quickly to emergencies. A rapid response team will also be operated in preparation for emergency situations.


Trash generated by the rallies will be thoroughly managed. Around the impeachment ruling date, an average of 75 personnel and about 10 cleaning equipment units will be deployed daily for swift cleanup. Additionally, cleaning facilities such as street trash bins will be relocated in advance to prevent accidents.


Mayor Kim Gil-seong stated, “Since a large crowd is expected around the impeachment ruling date, all departments and related organizations will cooperate to fully focus on citizen safety and maintaining order,” adding, “We will respond meticulously until the end to ensure that not a single safety accident occurs.”
