"Paradigm Shift in Public Official Training"... Gangnam-gu Launches AI Customized Education Program

Operating a Generative AI-Based Personalized Learning System

Gangnam-gu, Seoul (District Mayor Jo Seong-myeong) announced on the 3rd that it will introduce a generative artificial intelligence (AI)-based personalized education system for all employees starting this month.

The district recognized the need for organizational innovation, as existing civil servant training mainly focused on fulfilling mandatory education hours, and aims to shift towards supporting practical self-development and professional enhancement through this reform. It is a paradigm shift in civil servant education.


In particular, emphasis was placed on creating an environment where employees can actively learn and develop creative thinking and planning skills in line with the rapidly changing administrative environment and social trends.


The district operates the education program by customizing the ‘ProClass’ app to fit Gangnam-gu’s circumstances. The app contains a wide range of 10,000 educational contents including leadership, economic trends, IT trends, business, social trends, global issues, culture and arts, psychology, health and leisure, and childcare, with 3 to 4 new lectures updated daily.


The core is generative AI technology. This system analyzes each employee’s learning patterns and interests to recommend optimized content and supports managing the learning process. During learning, ChatGPT-based quizzes are automatically generated to check understanding, and the ‘gamification’ technique incorporating challenge-style game elements effectively increases learning motivation. Additionally, mobile-based community and study group functions are expected to activate voluntary learning sharing and collaboration among employees.


The district plans to encourage substantial learning participation by allowing employees to participate autonomously while recognizing up to 40 hours of the annual mandatory education time as completed through this program.


District Mayor Jo Seong-myeong stated, “Continuous growth of civil servants is paramount to effectively respond to the rapidly changing administrative environment,” and added, “We hope this AI-based personalized education will strengthen employee capabilities and become a turning point to enhance the competitiveness of the entire organization.”
