Hanam City Launches Policy Initiatives Based on Field Proposals Through Big Data Contest
Lee Jongjun Wins Grand Prize for 'Analysis of Pedestrian Accident Risk Areas'
Gyeonggi Hanam City (Mayor Lee Hyun-jae) announced on the 2nd that it held a ‘Big Data Utilization Idea Contest’ for public officials from February to March, creating an opportunity to discover effective policies and spread a data-driven administrative culture within the organization.
A total of 23 ideas were submitted for this contest, with 17 public officials from 12 departments participating, demonstrating high interest in data administration. The submitted ideas went through first and second rounds of evaluation by internal experts and external data analysis specialists, resulting in the selection of three final award-winning projects.
The grand prize was awarded to Lee Jong-jun, a public official from the Environmental Policy Division, for his project titled ‘Analysis of Pedestrian Accident Risk Areas.’ This project analyzed data on frequent traffic accident locations and victim characteristics to suggest directions for policy improvement. Based on the fact that the proportion of pedestrian accidents involving seniors aged 65 and over reached 43%, and that the majority of accident causes were ‘failure to comply with safe driving,’ he proposed tailored traffic safety infrastructure development plans for high-risk areas such as Deokpung Market Intersection, Sinjang Intersection, and Deokbo Bridge.
The excellence award went to Song Young-gyu, a public official from the Investment Attraction Division, for ‘Basic Data Analysis for Revitalizing Hanam City’s AI Industry.’ Song aimed to find new growth engines unique to Hanam City despite industrial site regulations. By comprehensively analyzing the status of tenant companies in knowledge industry centers, industrial structure, and transportation accessibility, he derived data-driven directions and optimal locations for establishing the ‘Hanam AI·AX (Artificial Intelligence Transformation) Innovation Center,’ and even proposed strategies for linkage with the Gyeonggi AI Innovation Cluster.
The encouragement award was given to Lee Hyun-woo, a public official from the Architecture Division, for ‘Predictive Analysis of Building Permit Demand in New Town Development Areas.’ This project analyzed population, permit, and land use data from Misa Riverside City, Gam-il, and Wirye New Town to forecast future permit demand in the Gyo-san New Town area. It was recognized as a model that enhances the efficiency and predictability of urban development while contributing to early infrastructure expansion and proactive administrative response capabilities.
The awardees received a total prize money of 1 million KRW, distributed differentially (Grand Prize 500,000 KRW, Excellence Award 300,000 KRW, Encouragement Award 200,000 KRW), and the winning projects will be prioritized as key tasks in the 2025 big data analysis projects for actual policy analysis use.
Mayor Lee Hyun-jae of Hanam City stated, “Data-driven administration is not a choice but a necessity and is the key to enhancing the sophistication of policies and the credibility of administration.” He added, “We will continue to actively support various data administrations so that ideas proposed by field practitioners can lead to changes in city governance directions and improvements in citizens’ lives.”
Meanwhile, Hanam City was selected as an excellent institution for four consecutive years by receiving the highest grade of ‘Excellent’ in the ‘2024 Data-Based Administration Status Inspection’ conducted by the Ministry of the Interior and Safety. The city plans to use this as an opportunity to further refine its data-based policy system to realize ‘citizen-centered, scientific administration.’
