Samsung C&T Joins as Partner in Estonia SMR Project

Signed Teaming Agreement with Fermi Energia
Pursuing Early-Stage Participation up to Conceptual and Basic Design Phases

Samsung C&T's Construction Division announced on the 2nd that it signed a Teaming Agreement for local SMR development cooperation with Fermi Energia, a private nuclear power company in Estonia, at the 'Energy Mission Conference' held the previous day at the Estonia Business Hub in Seoul Square, Jung-gu, Seoul.


Fermi Energia, established in 2019 for the construction of SMRs in Estonia, is composed of local energy and nuclear power experts. In February last year, the company announced two sites about 100 km east of Tallinn, the capital of Estonia, as planned project locations and revealed plans to introduce the 300 MW scale SMR technology 'BWRX-300,' an improved version of the Boiling Water Reactor (BWR), at these sites.


The 'BWRX-300' is an SMR developed by GE Hitachi, a joint venture between the American company General Electric (GE) and the Japanese company Hitachi. In January 2023, it signed a contract with Ontario Power Generation in Canada for a new nuclear project in the Darlington area and is preparing to start construction of the first unit this year.


Through this agreement, Samsung C&T plans to participate from the early stages of the project, from the conceptual design phase to the Front-End Engineering Design (FEED) stage, performing tasks such as establishing the SMR construction project structure, cost estimation, and site evaluation for Fermi Energia's SMR construction project.

Samsung C&T has secured a position to proactively participate as a key partner in the project while also gaining a favorable position for the upcoming final EPC (Engineering, Procurement, and Construction) contract. The two companies plan to begin full-scale project procedures as early as the second half of this year. The project aims for commercial operation by 2035.


Kim Jeong-eun, General Manager of Samsung C&T's Nuclear Power Sales Team, said, "We plan to strengthen our position as a global SMR player along with the successful promotion of Estonia's first SMR project."


Meanwhile, Samsung C&T is currently conducting the Front-End Engineering Design (FEED) for the Romanian SMR project and signed a business agreement with Canfuel Next, a Swedish SMR development company, in December last year. With the addition of cooperation in the Estonian SMR project, Samsung C&T is accelerating the expansion of its nuclear power business in Europe.
