Jinan County Implements Transfer Discount for Public Transportation Cards

Alleviating Transportation Costs and Securing the Right to Mobility

Jinan County in North Jeolla Province announced on the 1st that it will implement a 'public transportation card transfer discount' to alleviate transportation costs, secure the right to free movement, and collect operational data for transportation policy development. The policy applies to transfers between rural buses as well as between rural buses and the Haengbok Call Bus (operated by the county).

To apply the transfer discount, the county completed infrastructure setup, including the installation of disembarkation terminals, in March. After system testing and a driver adaptation period, the policy will be officially implemented starting April 1. The discount is applied when a passenger tags off from the first mode of transportation and tags on to the next within 60 minutes, at which point the transfer is recognized and the base fare discount is applied.

The county operates a single fare system, so within the county, passengers can use public transportation without additional payment. However, this only applies when using a transportation card. As a result, the issuance of paper transfer tickets, which was previously distributed regardless of payment method (cash or card), will be completely discontinued after a one-month grace period in March.

The usage method varies by age group: those aged 65 and over can use an integrated welfare card issued by their town or township office, while those aged 64 and under must obtain and use a separate transportation card.

County Governor Jeon Chunseong said, “With the implementation of this card transfer discount, we expect that public transportation will become much more convenient for our residents. We will continue to provide welfare services that our citizens desire in order to further enhance their satisfaction with life.”
