An electronic consent system that enables rapid promotion of maintenance projects within aging planned cities will be fully introduced. It is expected to reduce the time and cost required to collect and verify consent forms.
The Ministry of Land, Infrastructure and Transport announced on the 31st that it has completed the amendment of laws to allow the operation of an electronic consent system when conducting maintenance projects in aging planned cities. Since the maintenance projects in the first-generation new towns need to be promoted quickly, the introduction of electronic voting was pursued before implementing this amendment. By applying the Smart City Regulatory Sandbox exemption, it has become possible to use the electronic voting system at key project stages.
At maintenance project sites, it is mandatory to collect and verify written consent forms at each project stage, which required considerable manpower, cost, and time. For example, collecting and verifying consent forms from about 3,000 landowners took more than five months. The cost for one collection alone reached 100 million KRW. By aggregating in real-time through the electronic consent system, the time is reduced to two weeks, and the cost drops to around 4.5 million KRW.

The Korea Land and Geospatial Informatix Corporation (LX) is in charge of building and operating the electronic consent system. Local governments wishing to utilize the system enter into agreements with LX and provide project-related information and personal data. LX sends voting links to landowners via text messages, and recipients cast their electronic votes. When using the electronic consent system for the first time, it is necessary to collect and verify personal information consent forms to confirm the voting rights of landowners. For elderly people and others unfamiliar with online voting, offline voting methods must also be provided.
The Ministry of Land, Infrastructure and Transport expects the electronic consent system to be used first in the leading districts of the first-generation new towns. This system can be used in various procedures, including obtaining consent for forming resident representative groups, signing agreements with preliminary project implementers, proposing special maintenance plans, and consenting to the designation of project implementers. It is also possible to hold face-to-face general meetings simultaneously with online general meetings.
